Home My WebLink About2009 01 12 Informational 103 Speed Limit Reducation SR 434COMMISSION AGENDA ITEM 103 January 12, 2009 Meeting CONSENT INFORMATIONAL X PUBLIC HEARING REGULAR MGR ~ /DEPT ~/y~ Authorization REQUEST: The Public Works Department is advising the City Commission on a pending speed limit reduction on S.R. 434 from 50 MPH to 45 MPH from Central Winds Parkway to Tuskawilla Road PURPOSE: The purpose of this agenda item is to advise the City Commission on a pending speed limit reduction on S.R. 434 from 50 MPH to 45 MPH from Central Winds Parkway to Tuskawilla Road SUMMARY: • The Florida Department of Transportation (FDOT) recently completed a Speed Zone Study on State Road 434 from just east of State Road 419 to Vistawilla Drive, a distance of approximately four (4) miles, to evaluate the appropriateness of the existing 50 MPH speed limit along this corridor. Florida Statutes 316.187 and 316.189 require that an engineering study be conducted before speed limits are altered. • The Speed Zone Study recommended lowering the speed limit to 45 MPH from Central Winds Park Drive to Tuskawilla Road (see Exhibit A). This segment has a length of approximately 0.8 miles and adjoins much of the developed portion of the Winter Springs Town Center Zoning District. FDOT is proceeding with this speed limit change (see Exhibit B). The S.R. 434 segments from S.R. 419 to Central Winds Parkway and from Tuskawilla Road to Vistawilla Drive will retain the 50 MPH speed limit. The Speed Zone Study was requested and reviewed by Staff. The Study recognized that the conditions along S.R. 434 within the Winter Springs Town Center included increased turning movements and pedestrian crossings. The Study also noted that it was "much more difficult to achieve free flow conditions in the more congested central Winter Springs downtown portion of the corridor with many platoons slowing down or speeding up at or near the downtown traffic signals."
