HomeMy WebLinkAbout2009 01 12 Consent 212 Revised City Baseline Streetlight RateCOMMISSION AGENDA ITEM 212 January 12, 2009 Meeting CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR MGR ~ /DEPT '' Authorization REQUEST: The Community Development Department, Urban Beautification Services Division, is requesting authorization to set the City Baseline Streetlight Rate to $13.52 pursuant to a revised rate schedule provided by Progress Energy, effective January 1, 2009. The revised rate represents an increase of $.77 over the previous rate of $12.75 per month. PURPOSE: This agenda item is needed for the City Commission to approve a revision of the baseline streetlight rate for the City standard concrete streetlight pole and IOOw cobra light fixture, to be effective January 1, 2009. CONSIDERATIONS: On April 13, 1998, the City Commission adopted the City Standard `Base' Streetlight consisting of (1) one 9500 L SV STD Roadway concrete pole attached to (1) one basic 100w Cobra fixture. This streetlight configuration is provided as a minimum streetlight standard along public roadways throughout the City of Winter Springs. Currently, there is an inventory of more than 2550 street lights, decorative and non-decorative, included in the City's streetlighting program. In December of each calendar year, Progress Energy makes available to the City a revised rate schedule for streetlighting that will become effective January 1st of the upcoming calendar year. Last year on August 1, 2008, amid-year rate adjustment took affect which increased the cost of fuel and energy to the City by $.1 I per streetlight. Cost revisions for Progress Energy Power and Lighting Products are comprised of only rates and fees which have received approval from the Florida Public Service Commission (FPSC) and are not O l 1209_COMM_CONS ENT_212_2009_SL_Base_Rate_Eft110109 negotiable by the end user. Based upon Progress Energy rates approved by the FPSC and published in the rate schedule effective January 1, 2009, the City Standard Base Streetlight Rate should be adjusted from $12.75 per month to $13.52 per month. This cost revision will result in an increase of roughly $24,000 for one (1) year of service for streetlighting, as compared to the previous rate. FUNDING: Funding for the City Standard Base Streetlight in the amount of $13.52 will continue to come from the Urban Beautification streetlighting Fund (1526). RECOMMENDATION: Staff recommends the City Commission approve the 2009 City Standard Base Streetlight Rate of $13.52 per month; an increase of $.77, as compared to the previous cost of $12.75 per month, per base streetlight. IMPLEMENTATION SCHEDULE: The Progress Energy streetlight price revision became effective on January 1, 2009; therefore, the revised cost would be retro-active to the effective date upon Commission approval.
