REQUEST: The Public Works Department / Stormwater Division Requests City
Commission Authorization to piggyback off Orange County Contract No.
Y6-1005-J2 with Reynolds Inliner, LLC to perform Stormwater piping
repairs at various locations.
PURPOSE: The Public Works Department /Stormwater Division Requests City Commission
Authorization to piggyback off Orange County Contract No. Y6-1005-J2 with
Reynolds Inliner, LLC to perform stormwater piping repairs at various locations in
the amount of $154,100 plus a 10% contingency
CONSIDERATIONS:
• Tropical Storm Fay hit Winter Springs on August 20-22, 2008, dropping more than 20-
inches of rain over athree-day period. The heavy rains overwhelmed portions of the
City's Stormwater conveyance system. This project is needed for the rehabilitation of a
total of 6901ineal feet of failed Stormwater piping at the following four locations:
0 48-inch Corrugated Metal Pipe at Wade Street
0 42-inch Corrugated Metal Pipe at Fairway Oaks
0 42-inch Reinforced Concrete Pipe on Eagle Nest Circle at Overlook Way
0 30-inch Reinforced Concrete Pipe across Seneca Boulevard
• The proposed method of pipe repair is relining using cured-in-place pipe (CIPP) lining
technology, a trenchless repair technology that is effective in areas where construction
space is limited or where excavating and removing an existing failed pipe would result in
extensive surface restoration, such as across a road or adjacent to a building foundation.
• Instead of excavating and replacing a damaged pipe, a felt tube saturated with resin and
coated with a waterproof layer is inserted into the pipe. The resin in the tube is then cured
by circulating heated air through the tube. Once cured, the material serves as a barrier
between the damaged pipe and the water that flows through it. CIPP can be designed as a

new stand-alone pipe or can rely on the structural integrity of the old pipe. The cost of
rehabilitation includes the cleaning, dewatering, installation of CIPP lining and final video
inspection.

• The Inliner product uses three different resin systems - polyester (both neat and
enhanced), vinyl ester and epoxy -depending on the nature of the piping environment. The
Inliner product has a 50-year design life and the in-service product provides a full flow
capacity equal to at least 100 percent of the original pipe's full flow capacity in most
instances.
• In 2008, Reynolds Inliner successfully completed the relining of 174 lineal feet of a 42-
inch corrugated metal culvert pipe at the Mt. Laurel Drive stormwater pond outfall.
FUNDING:
The project cost is $154,100 plus a 10% contingency. The funding source is the
Stormwater Operating Fund, #3800, through a deferral of a $100,000 transfer for the
Public Works /Utility Administration Building and a deferral of $55,000 for a TMDL
water quality project. The Public Works /Utility Administration Building is not planned
for construction in 2009, and the TMDL water quality project is not expected to be
required in 2009 based on the current status of the Lake Jesup Basin Management Action
Plan.
RECOMMENDATION:
Staff recommends that authorization be given to The Public Works Department /
Stormwater Division to piggyback off Orange County Contract No. Y6-1005-J2 with

4. This proposal is subject to pre-TV inspection by Inliner American, Inc. indicating line conditions are
acceptable for installation of Inliner.
5. Price quoted does not include point repairs if required prior to installing Inliner.
6. Inliner American, Inc. shall furnish City of Winter Springs with final TV tapes of rehabilitated sewer lines.
7. Proposal does not include bonds or permit fees. Bond, if requi be voiced at 2°/ the total. Permit
