REQUEST: The Community Development Department is presenting a summary of the history, current
status, and outstanding items relative to the Jetta Point Park proposal.
SYNOPSIS: Pursuant to discussions by the Commissioners following public input on the Jetta Point
Park project at their May 10, 2010 regular meeting, staff is providing the City Commission with a
summary timeline of events relative to the history, current status and future events /approvals should the
park project move forward.
CONSIDERATIONS: The City and Seminole County have been working on the proposed Jetta Point
Park project, in its current form, since 2006. The time line attached to this agenda item provides a
summary of dates and actions relative to the park project up to the present, just prior to the Commission's
May 10, 2010 meeting.
The summary also includes a narrative that relays the current status of the project and details all
outstanding items that would need to be accomplished should the project continue forward.
FISCAL IMPACT: There is no fiscal impact associated with this agenda item.
COMMUNICATION EFFORTS: No communication efforts beyond the advertising of the
Commission agenda are necessary in conjunction with this agenda item.
RECOMMENDATIONS: The City Commission is being asked to review and accept the information
in this agenda item.

History
2006
08/14/06 PBS &J submitted Conditional Use application to the City.
Conditional Use was scheduled for 09/07/06, but rescheduled to 10/05/06 at applicant's
request.
The City Board of Adjustment (BOA) postponed the application indefinitely, at the
applicant's request.
10/02/06 The City sponsored a workshop /neighborhood meeting at City Hall with the County and
residents. Issues that were identified were formalized in a letter from the County
Manager to the City Manager dated October 23, 2006.
10/9/06 City Commission provided formal direction to Staff regarding the processing of Seminole
County's request to permit and construct Jetta Point Park. This included direction for
resolving the land use and zoning conflicts.
The Large Scale Comprehensive Plan amendment was postponed from the 10/04/06 City
Local Planning Agency (LPA) to a special 10/16/06 LPA, but was subsequently
withdrawn.
10/16/06 City Planning & Zoning Board (P &Z) Special Meeting to review and make
recommendation regarding Ordinance No. 2006 -19 revising the zoning code to allow
public recreational areas and facilities as permitted uses within C -1 & PUD zoning
districts.
10/23/06 City Commission Meeting First Reading of Ordinance No. 2006 -19.
10/23/06 Letters exchanged between City and County Managers
11/01/06 City Commission Meeting Second Reading of Ordinance No. 2006 -19.
11/13/06 City Commission Meeting Final Reading /Adoption of Ordinance No. 2006 -19, revising the
zoning code to allow public recreational areas and facilities as permitted uses within C -1
& PUD zoning districts.
2007
05/07 Seminole County applies for FCT grant to help fund the Park
10/08/07 City Staff was informed at the 10/08/07 Commission meeting that the County was
proceeding and that negotiations were on -going for final design and construction docs.
2008
01/29/08 PBS &J contacted City Staff to schedule Pre - Application Conference for 02/19/08 —
postponed indefinitely at applicant's request.
02/04/08 City Staff contacted Seminole County re: Comprehensive Plan Amendment/Amendment
cycle and was told Seminole County was negotiating the purchase of additional land to
be included. Seminole County Staff expressed desire to wait until they could include all
the subject properties in the City's August 2008 Plan Amendment.
11/14/08 County has requested PBS &J to proceed with the engineering plans for the park.
11/14/08 City Staff met with PBS &J to review setbacks and buffer issues.
12/02/08 City Staff held Pre - Application Conference with PBS &J (including reps from City of
Oviedo and Lynx).
12/10/08 City Staff met with PBS &J to further address outstanding issues.
2009
01/06/09 Seminole County Leisure Services Staff met with PBS &J to review the 60% plan.
07/30/09 Aesthetic Review package received by the City.
08/18/09 City Staff Review of Aesthetic Review package.
08/21/09 Site Plan package received by the City.
09/01/09 City Staff provided comments on the Vistawilla office site plan modification regarding park
access through the adjacent Vistawilla Office site.
09/15/09 City Staff Review of Site Plan.
10/01/09 Conference call between City Staff and PBS &J re: final comments and schedule.
Week of
12/07/09 City Staff met with PBS &J regarding littoral zone plantings.
2010
03/30/2010 City Staff Review of Site and Aesthetic Review Plans.
04/28/10 6:00 PM Public Information Meeting sponsored by Seminole County and attended by
Seminole County Staff, Seminole County's consultant (PBS &J), and residents.
04/28/10 7:00 PM P &Z recommended approval of Site Plan subject to Development Agreement.
05/03/10 Application for Large Scale Comprehensive Plan Amendment received from Seminole
County.
Current Status
The City Attorney's office is drafting a development agreement (DA) to address all code
deviations and conditions of approval, some of which are the result of discussions with
the surrounding residents. The draft DA will be provided to the Seminole County
Attorney for review and comment prior to proceeding. Language regarding the large
isolated wetland located in both the City of Oviedo and the City of Winter Springs will be
forwarded to Oviedo (staff understands that Oviedo is almost ready to issue a
development order for their portion of the site). The large scale comprehensive plan
Future Land Use Map amendment to recreation and open space had been scheduled for
a special June 9, 2010 LPA/P &Z meeting. The Building Official is approximately 70%
through his initial review of the architectural plans for the park. This review is for the
design professional only and does not represent an official application for a building
permit.

• Comprehensive Plan Future Land Use (FLU) map amendment to LPA/P &Z for
recommendation to Commission.

• City to receive DCA's comments and schedule adoption hearing for FLU map
amendment.
