REQUEST: The City Attorney presents Resolution 2010 -26 to the City Commission, • ismissing the
Winter Springs Ad Hoc Charter Review Committee and commending the Committee for the services it
provided to the City of Winter Springs.
EXECUTIVE SUMMARY:
At the Workshop of May 17, 2010, the City Commission considered the Final Report of the
Winter Springs Ad Hoc Charter Review Committee ( "Ad Hoc Committee "), which recommended several
proposed charter amendments. Upon completion of its review of the Final Report, the City Commission
directed the City Attorney to prepare this resolution dismissing the Ad Hoc Committee and commending
it for its services to the City.
CONSIDERATIONS:
Pursuant to Resolution 2010 -04, the City Commission established the Winter Springs Ad Hoc
Charter Review Committee for the purpose of reviewing the City Charter and preparing a Final Report
with recommendations for proposed charter amendments. The Ad Hoc Committee approved such a Final
Report on April 15, 2010, which was considered by the City Commission at the Workshop held on May
17, 2010. The City Commission provided direction to the City Attorney with regard to preparing several
of the recommended charter amendments for consideration by the City electors in the November 2010
general election. The Ad Hoc Committee has completed its assigned duties pursuant to Resolution 2010-
04.
FISCAL IMPACT:
None.
RECOMMENDATIONS:
Approve Resolution 2010 -26 dismissing the Ad Hoc Committee and commending it for its
services to the City.

A RESOLUTION OF THE CITY COMMISSION OF THE
CITY OF WINTER SPRINGS, FLORIDA; DISMISSING THE
WINTER SPRINGS AD HOC CHARTER REVIEW
COMMITTEE; COMMENDING THE WINTER SPRINGS AD
HOC CHARTER REVIEW COMMITTEE; AND PROVIDING
FOR AN EFFECTIVE DATE.
WHEREAS, the City of Winter Springs, Florida was established by the Florida
Legislature in 1959 and operates pursuant to its City Charter; and
WHEREAS, pursuant to Resolution 2010 -04, the City Commission established the
Winter Springs Ad Hoc Charter Review Committee ( "Ad Hoc Committee ") for the purpose of
reviewing the City Charter and preparing a Final Report with recommendations for proposed
charter amendments; and
WHEREAS, eleven city electors were appointed to the Ad Hoc Committee; and
WHEREAS, on April 15, 2010, the Ad Hoc Committee approved its Final Report, which
recommended several proposed charter amendments; and
WHEREAS, on May 17, 2010, the City Commission considered the recommendations
and Final Report of the Ad Hoc Committee and provided direction to the City Attorney to
prepare several of the recommended charter amendments for consideration by the voters of the
City of Winter Springs in the November 2010 election; and
WHEREAS, the services of the Ad Hoc Committee are no longer needed; and
WHEREAS, the City Commission commends the Ad Hoc Committee for their services
to the City of Winter Springs; and
WHEREAS, the City Commission finds this resolution to be in the best interests of the
public health, safety, and welfare of the citizens of Winter Springs, Florida.
NOW, THEREFORE, BE IT RESOLVED that the City Commission of the City of
Winter Springs, Florida as follows:
SECTION I. Incorporation of Recitals.
The foregoing recitals are deemed true and correct and are hereby fully incorporated
herein by reference.

SECTION H. Dismissal of Ad Hoc Committee.
The Winter Springs Ad Hoc Charter Review Committee, having completed its assigned
duties pursuant to Resolution 2010 -04, is hereby dismissed and shall have no other duties.
SECTION M. Effective Date.
This Resolution shall take effect immediately upon its final passage and adoption by the
City Commission.
ADOPTED by the City Commission of the City of Winter Springs, Florida, in a
regular meeting assembled on this 24th day of May, 2010.
