Authorization REQUEST: Parks & Recreation requests that the City Commission consider a July 4, 2010 Celebration of Freedom Event in a format similar to last year's event with General Fund funding not to exceed $21,200. (This issue was tabled al the January 25, 2010 meeting. Therefore, a motion to remove from the table would be required, for the Commission to consider this item.) SYNOPSIS: The City Commission has discussed various options for a 2010 Celebration of Freedom Event over the past few months and most recently at its January 25, 2010 meeting. At that time, this issue was tabled and the City Manager was directed to research the availability of unencumbered /available General Fund appropriations which would be used cover those costs not covered through sponsorships and donations. CONSIDERATIONS: • The City Commission at the January 25, 2010 meeting tabled Item 606 regarding reconsidering doing a July 4, 2010 Celebration of Freedom similar to last year's event. • Discussion occurred regarding the City Manager finding funding sources for the projected $21,200 shortfall for an evening July 4 Celebration of Freedom. • The City Commission at the December 14, 2009 meeting voted to reconsider the Fourth of July event to be an evening event with fireworks and considering charging for parking and /or an admission fee. • At the January 11, 2010, City Commission meeting, Commissioner Bonner gave staff information regarding the Cox Event Group. • Parks and Recreation staff met with JC Campese from Cox Event Group on Thursday, January 14, 2010 to discuss July 4 and potential sponsorship /revenues. Staff also discussed the event with representatives from Mix 105.1. Both expressed an interest. However, both indicated they could not conduct the event on their own, but could partner with the City, as had been done in the past, and contribute Agenda Item Regular 602 February 22, 2010 Page 2 sponsorships. Based on staff s conversations with each party, partnership with Cox Radio Group would result in more funding being provided to the event than Mix 105.1. Per Cox representatives, the amount of funding they anticipate to procure is estimated to be $5,000 - $7,500. • Proposed 2010 Event Budget: CITY OF WINTER SPRINGS CELEBRATION OF FREEDOM SUNDAY, JULY 4, 2010 5:00 pm —10:00 pm Description Costs Fireworks Display (20 Minutes and No Special Effects) $ 15,000 Production (20' x 20' stage, Sound & Lighting) $ 5,000 Entertainment (2 Local Acts) $ 1,000 Event Emcee $ 500 Advertising (Banner & Newsprint) $ 500 Transportation (Event Shuttling) $ 2,200 Restrooms (Restroom Trailer & 5 Portalets) $ 1,500 Golf Carts (7 Carts) $ 600 Hospitality Tent (20' x 40') $ 600 Light Towers (30) $ 3,400 Generators /Electrical Needs $ 2,000 Kids Area (Bounce Houses & Trackless Train) $ 1,500 Traffic Control (4 Sign Boards) $ 1,000 Security Fence (450' ft of Chain Link) $ 1,000 Rain Insurance $ 600 Public Works (Staff) $ 700 Parks & Recreation (Staff) $ 1,000 Police (Staff) $ 10,600 Total Event Budget $ 48,700 • Staff will work diligently to raise outside funding to offset the above event expenses. The projected income /revenue the city would raise in sponsors and vendors is estimated to be $20,000. As mentioned, the estimated amount Cox Events Group would contribute is $7,500 for a total projected income /revenue of approximately $27,500. Thus, the estimated shortfall would be $21,200. In order to cover this shortfall, a parking fee and or an admission fee could be charged and /or another funding source could be obtained. • Parks and Recreation staff has researched all city and county July 4 celebrations in the State of Florida (See Attached). Only one (1) city, Cape Coral, charged an admission fee (of $1.00) Agenda Item Regular 602 February 22, 2010 Page 3 • Estimated vehicles /attendees and associated potential revenues: PARKING 1,000 Vehicles Expansion Fields and CWP Soccer at $5 per car = $ 5,000 Revenue 900 Vehicles Winter Springs High School at $5 per car = $ 4,500 Revenue 500 Vehicles Dog Park Area at $5 per car = $ 2,500 Revenue $12,000 ADMISSION GATE 10,000 Attendees at $1 Per Person = $10,000 Revenue 10,000 Attendees at $2 Per Person = $20,000 Revenue • Parks and Recreation would recommend the City contract with an outside vendor to park vehicles, collect, charge, and deposit funds collected. The estimated fee for a service of this type for parking and admission would be $5,000. Their fee would be based on the number of staff needed and not vehicles and attendance. Also, this service would need to be closely coordinated with the police department. • Parks and Recreation staff is of the opinion that charging for the July 4th celebration may not be perceived well by many of the attendees. • However if the City desired to charge a fee, charging only one fee (Parking or Admission) may be more palatable to the attendees at this time. Then, we would evaluate its success and if warranted, expand in future years. • The City Manager has identified sufficient /available General Fund funding sources to cover the projected event shortfall, should the City Commission elect to not charge any fees. FISCAL IMPACT: Proposed Event Budget $48,700 Less projected City sponsorships /vendors ($20,000) Less projected Cox Radio Group sponsorships /vendors ($ 7,500) Total estimated Event Shortfall $21,200 Shortfall Funding Sources: • Per the Commission's direction, the City Manager has reviewed the City's current General Fund "Budget vs. Actual" position and determined that sufficient funds are available to cover the estimated $21,200 shortfall, should the Commission desire to go this route. • If parking and /or admission fees are charged, it would mitigate this General Fund expenditure. COMMUNICATION EFFORTS: Staff will immediately begin notifying the public regarding the July 4, 2010 event through e- Citizen, City website and local media, etc. Staff will also aggressively seek sponsors and vendors. Should the commission elect to charge any fees, staff would do their best to inform those who are considering attending and those who attend about the fee(s). RECOMMENDATION: Agenda Item Regular 602 February 22, 2010 Page 4 Staff recommends the City Commission provide further direction on the format and funding of a July 4, 2010 Celebration of Freedom Event. To complement the Boardwalk fireworks for Independence Day and attract locals and tourists alike, Main Street will host an eight - block -long street party with a summer barbecue theme. In addition to traditional BBQ food vendors, an amateur BBQ competition will take place with prizes and trophies awarded in multiple categories. From 6 p.m. until midnight, with fireworks at 9:30 p.m. Free. July 4: July Fourth Celebration, Cocoa. Independence Day celebration featuring the Brevard Symphony Orchestra playing along with a beautiful fireworks display. From 5 to 9:30 p.m. At Riverfront Park in downtown Cocoa Village. Everyone who has helped in the past volunteered their time. I guess Cape Coral's men in blue need the extra for donuts because it certainly won't be spent on physical fitness or education.
