HomeMy WebLinkAbout2010 02 22 Regular 601 Options For Improving Access From State Road 434 To Sunoco And Papa Tony's COMMISSION AGENDA CONSENT INFORMATIONAL ITEM 601 PUBLIC HEARING REGULAR X February 22, 2010 MGR /DEPT jakf Meeting Authorization REQUEST: The Public Works Department requesting the City Commission consider options for improving access from S.R. 434 to Sunoco and Papa Tony's SYNOPSIS: Staff recently met with business owners along the south side of S.R. 434 between Hayes Road and Hacienda Drive. This agenda item summarizes the available options, feedback from the affected business owners, and requests direction from the Commission. CONSIDERATIONS: • The two existing driveways on S.R. 434 serving Sunoco (formerly Cumberland Farms) and Papa Tony's Restaurant are both right -in right -out driveways. Vehicles traveling westbound on S.R. 434 cannot make left turns onto these driveways and must make a u- turn on S.R. 434 where the existing median island ends, approximately 50 -feet west of the western-most driveway (see Exhibit 1). In addition, the proposed S.R. 434 driveway for the Hayes Road Plaza would also be a right -in, right -out driveway based on the current median location. • A representative from Papa Tony's contacted the Florida Department of Transportation (FDOT) in 2008 and requested a left turn lane on S.R. 434 at Papa Tony's. FDOT denied the request for a left turn lane and stated that the current median configuration provides adequate access to Papa Tony's (see Exhibit 2). FDOT contacted City Staff in preparing their response to Papa Tony's request and confirmed that cross access is available to the west (although not constructed), and a cross access connection is planned on the east side as a part of the Hayes Road Plaza project that will provide cross access from Papa Tony's to the signalized intersection at Hayes Road. • At the November 24, 2008 Commission meeting, the Commission reviewed several options and selected Option 1, which consisted of utilizing cross - access to the adjacent planned Hayes Road Plaza to improve access from S.R. 434 westbound to Sunoco and Papa Tony's (see Exhibit 3). The Hayes Road Plaza has not been built although the owner indicates the project may proceed in the near future. Regular Agenda Item #601 February 22, 2010 Page 2 of 5 • At the January 11, 2010 City Commission meeting, Staff provided an update regarding options for improving access to commercial properties located on the south side of S.R. 434 between Hayes Road and Hacienda Drive. These properties include Millers' School Supply, Sunoco, Papa Tony's, and the proposed Hayes Road Plaza at the corner of Hayes Road and S.R. 434. The Commission reviewed the options and directed Staff to schedule a meeting with the affected business owners to obtain their input. • Staff met with the owners of Millers' School Supply, Sunoco, Papa Tony's, and the Hayes Road Plaza on February 8, 2010. Items discussed at the meeting included: o Options for improving access from westbound S.R. 434 o Cross - access between the commercial properties o Project costs and potential funding sources o Permitting requirements o Implementation timelines o Status of the Hayes Road Plaza o Status of the deceleration lane construction project on S.R. 434 eastbound at Hayes Road ACCESS IMPROVEMENT OPTIONS: The following options were presented to the City Commission at the January 11, 2010 meeting and to the affected business owners at the February 8, 2010 meeting: Option 1 - Utilize Cross Access to Hayes Road Plaza (east) NOTE: Option 1 was selected by the City Commission at the November 24, 2008 City Commission meeting and remains the current directive. The Hayes Road Plaza is a retail project located immediately east of Sunoco. Final Engineering for the Hayes Road Plaza was approved by the City Commission in November 2007 and the developer has an approved building permit. When constructed, the Hayes Road Plaza provides a cross access connection to the Sunoco / Papa Tony's site that will allow cross access to the signalized intersection at Hayes Road (see Exhibit 3). This cross - access connection will be constructed by the Hayes Road Plaza developer at no cost to Sunoco or the City. The owner of the Hayes Road Plaza, Mr. Kamil Gowni, has indicated the project is ready to proceed pending approval of financing. Advantages: • Provides westbound left -turn access from a nearby signalized intersection • No cost to City or Sunoco / Papa Tony's • Does not require FDOT permit Regular Agenda Item #601 February 22, 2010 Page 3 of 5 Disadvantages: • Does not provide a direct left turn into the Sunoco site; after turning left at the Hayes Road signal, vehicles have to travel across the Hayes Road Plaza site to get to Sunoco • Uncertain timing for the Hayes Road Plaza construction Option 2 - Construct Cross Access Connection to Miller School Supply (west) Miller School Supply was constructed in 2006 and is located immediately west of Sunoco / Papa Tony's. Left-in access off of S.R. 434 is available to Miller School Supply. A cross access easement was provided near the front of the Miller School Supply property to allow a future connection to Sunoco but the connection has not been made. In order to complete the connection, the Sunoco retention pond would need to be modified and both Sunoco and Miller School Supply would lose several parking spaces (see Exhibit 4). This cross - access connection is on private property and would need to be paid for by private entities. Advantages: • Provides S.R. 434 westbound left -turn access to Sunoco from a nearby driveway at Miller School Supply • No cost to City • Does not require FDOT permit Disadvantages: • Requires modification to existing Sunoco stormwater pond • Construction of the cross access connection may be costly and must be funded by private entities • Loss of parking spaces Option 3 - Construct Left Turn Lane on S.R. 434 Option 3 consists of a modification of the existing S.R. 434 median island to provide left -turn access from S.R. 434 onto the western driveway at Sunoco. FDOT District 5 has indicated that the existing landscaped median would need to be removed for a minimum length of approximately 60 -feet in order to provide a left -turn lane (see Exhibit 5). Staff obtained a preliminary cost to design and permit this modification from JMT, Inc. in the amount of $8,000. The construction cost is estimated to be in the range of $25,000, resulting in a total project cost (design + construction) of approximately $33,000. In June 2009, Staff discussed this option with a representative of Sunoco, Mr. Vijay Patel. Mr. Patel indicated he wanted to proceed with a turn lane; however, no further action has been taken by Mr. Patel. Advantages: • Provides westbound left -turn access directly from S.R. 434 to the Sunoco / Papa Tony's driveway • FDOT has given preliminary approval Regular Agenda Item #601 February 22, 2010 Page 4 of 5 Disadvantages: • S.R. 434 improvements costly to design and construct • Removes a portion of the S.R. 434 median that was initially constructed as a safety improvement • Existing median landscaping would be replaced with asphalt Option 4 - Remove S.R. 434 Median from Sunoco to Haves Road (UPDATED) This option consists of the removal of the majority of the existing S.R. 434 median island from Hayes Road to Sunoco (approx. 660 -feet) and the construction of a center turn lane along this segment (see Exhibit 6). The existing median is landscaped along approximately 300 -feet of the 660 -foot median length, with the remaining 360 -feet consisting of a 3 -foot wide concrete traffic separator. This option would provide full access in both directions to Sunoco, Papa Tony's Charles Street, and to the Hayes Road Plaza when it is built. Wade Street would remain as a right -in, right -out connection. The cost to design this modification is $ 13,498.75 and construction is estimated to be in the range of $50,000 to $75,000. Advantages: • Provides unrestricted access to Sunoco, Papa Tony's Charles Street, and to the Hayes Road Plaza when it is built. • Potential decrease in u -turn movements at the S.R. 434 / Hayes Road intersection Disadvantages: • Highest cost of all four options • Removes a portion of the S.R. 434 median that was initially constructed as a safety improvement • Existing median landscaping would be replaced with paving • Subject to FDOT approval FEEDBACK FROM THE AFFECTED BUSINESSES: • At the February 8, 2010 meeting, the business owners stated that under the current economic conditions they were not willing to participate in funding any of the proposed improvement options, including cross - access and S.R. 434 median modifications. • After reviewing the available options, the business owners all expressed a desire to remove the existing median on S.R. 434 and extend the center turn lane in front of their properties. DESIGN CONSIDERATIONS: • The existing landscaped median on S.R. 434 between Hayes Road and Hacienda Drive was constructed as part of the S.R. 434 Village Walk project in 2005. The median was constructed as a safety and aesthetic improvement. National studies have shown that median- divided roadways are safer than five -lane roadways (two lanes in each direction plus a bi- directional center turn lane). Specifically, median- divided roadways overall have fewer total crashes, fatalities, and debilitating injuries compared to five -lane Regular Agenda Item #601 February 22, 2010 Page 5 of 5 roadways. Five -lane roadways (with bi- directional center turn lanes) are less safe than median- divided roadways; although they are an acceptable design standard under certain conditions and they are still safer than undivided roadways. • Removal of the landscaped median would save the City approximately $7,000 per year in annual maintenance costs. Approximately 50% of the plant material can be relocated to other nearby areas within the S.R. 434 Village Walk at a cost of approximately $4,000. FISCAL IMPACT: No funding is requested as part of this agenda item. COMMUNICATIONS: Staff met with the owners of Millers' School Supply, Sunoco, Papa Tony's, and the Hayes Road Plaza on February 8, 2010. Staff recently contacted each owner and confirmed that an agenda item was scheduled for the February 22, 2010 meeting. Secretary Kopelousos has requested that we respond to you directly on this matter. We worked with the City of Winter Springs on adjusting median access along State Road 434 after completion of the beautification project. While no left turn lane is in place to access Papa Tony's, there is no sign in place to prohibit westbound motorists from u- turning beyond the landscaped median. In discussing the matter with the City of Winter Springs, provisions have been made to allow Papa Tony's to work with the adjacent property owner on gaining cross access through the plaza parking lot to the west. Additionally, when the property on the southwest corner of SR 434 and Hayes Road is developed, the plan is to provide cross access from Papa Tony's all the way to Hayes Road. This would provide another alternative for westbound motorists to access this business. We believe that the current median configuration provides adequate access to Papa Tony's. There are opportunities to allow this access to be improved in the future. It is our understanding that the City concurs that access is adequate. Even so, if the City wishes to consider further removal of the landscaped median in the future, we would gladly work with them on this matter. Sincerely, Richard B. Morrow, P.E.
