Meeting Aut orization REQUEST: The Building Division is advising the City Commission of the status of Insurance Services Offices, Inc. (ISO) Building Code Enforcement Evaluation Report of January 10, 2009. SYNOPSIS: The Building Code Effectiveness Grading Schedule was performed by June Zepp during a series of surveys and the evaluation report was completed and reported to the City Manager on January 21, 2010. The resulting Building Code Effectiveness Grading Classification is four (4) for one and two family residential property and four (4) for commercial and industrial property. Despite a reduction in available services, Winter Springs has been able to maintain the same ISO rating as it has for the previous review period. While there are no requirements for insurers to use the effectiveness report, ISO's mission is to provide advisory insurance underwriting and rating information to the insurers. This Building Code Effective Grading System is an insurance underwriting and information tool and is not intended to analyze all aspects of building code enforcement programs nor is it for the purpose of determining compliance with state and local laws or for making recommendations for the prevention of property and casualty loss or life safety The ISO collects information from communities in the United States on their adoption and enforcement of building codes and analyzes the data using BCEGS and then assigns a BCEGS classification CITY OF WINTER SPRINGS, FLORIDA CITY COMMISSION MEETING - FEBRUARY 2, 2010 REGULAR AGENDA ITEM "103" PAGE 2 OF 3 number to the community. The classification number ranges from 1 to 10 with Class 1 being the most favorable classification. The (BCEGS) Building Code Effectiveness Grading Systems is designed to re evaluate and report on each community at approximately 5 -year intervals and the purpose is as follows: 1. To summarize a community's rating using the criterion contained in the BCESG program. 2. To identify opportunities for those cities desiring to improve their BCESG classification number or score. 3. To assist the community in understanding how other jurisdictions with similar needs address building code adoption and enforcement. 4. To provide hazard mapping information important in planning and developing a sustainable community. CONSIDERATIONS: 1. The previous cycle of Building Code Effectiveness Grading Schedule resulted in a classification four (4) for one and two family residential properties and four (4) for commercial and industrial properties and these results were reported to the City Manager on January 20, 2005. In light of the present economic status and the major slowdown that adversely affected growth, limited staffing and the effects that would negate the performance threshold, the Building Department did not lose any points and the report resulted in the same classification rating as the last grading schedule. 2. COMMUNICATION EFFORTS: No communication efforts beyond the advertising of the commission agenda are necessary in conjunction with this agenda. RECOMMENDATIONS: The City Commission is being asked to review and accept the information in this agenda item. We have completed our analysis of the building codes adopted by your community and the efforts put forth to properly enforce those codes. The resulting Building Code Effectiveness Grading Classification is 4 for 1 and 2 family residential property and 4 for commercial and industrial property. The Insurance Services Office, Inc. (ISO) is an insurer - supported organization with the primary mission of providing advisory insurance underwriting and rating information to insurers. There is no requirement that insurers use our advisory material. Insurers may have adopted, or may be in the process of adopting, an ISO insurance rating program that will provide rating credits to individual property insurance policies in recognition of community efforts to mitigate property damage due to natural disasters. These insurers may use the Building Code Effectiveness Grading Classification we have recently developed for your community as a basis for the credits used. While individual insurers may use different credits or different effective dates, the ISO program will apply credits to new construction within Winter Springs that has been issued a Certificate of Occupancy in the year 2009 and forward. We have attached a copy of our report which provides additional information about our classification process and how we have graded various aspects of your community's building codes and their enforcement. We want to highlight the fact that the Building Code Effectiveness Grading Schedule is an insurance underwriting and information tool; it is not intended to analyze all aspects of a comprehensive building code enforcement program nor is it for purposes of determining compliance with any state or local law or for making property /casualty loss prevention and life safety recommendations.
