REQUEST: The Parks and Recreation Department requesting the City Commission to
accept the lowest qualified bidder and the selection committee's
recommendation and award the playground equipment and installation to
Dominica Recreation Products, Inc. (representing Gametime Equipment) and
authorize the City Manager to enter into an agreement for said services in the
amount of $286,621.00.
PURPOSE: The purpose of this item is to gain Commission approval necessary to proceed
with the purchase and installation of the playground equipment for the Parks
Improvement Program.
CONSIDERA TIONS:
. On August 30, 1999, the City Commission approved the funding for the Parks
Improvement Program. Staff was to review playground equipment proposals and return
to the City Commission with a recommendation within the $300,000.00 budget.
. On September 10, 1999, a selection committee heard formal presentations from five (5)
well-known playground equipment manufacturer's representatives.
. The selection committee evaluated the firms on several criteria and ranked them.
Dominica Recreation Products, Inc. was ranked the highest.

FUNDING:
Funding for this project is provided in the 1999 Revenue Improvements Bond Issue in an
amount not to exceed $300,000.00
RECOMMENDATION:
Staff is recommending that the playground equipment and installation be awarded to
Dominica Recreation Products, Inc. and authorize the City Manager to enter into an
agreement for said services in the amount of $286,621.00.
IMPLEMENTATION SCHEDULE:
Anticipated Agreement by October 29,1999
Anticipated installation to begin by February 1,2000
Estimated completion date May, 2000

The selection committee for the above referenced project, consisting of Tim Lallathin, Chuck Pula, RT Hillary, and
myself, make the following recommendation.
In our opinion it is in the City's best interest to award the playground equipment acquisition and installation to the
lowest qualified bidder, Dominica Recreation Products, Inc.. (repre,senting "GameTime" equipment) for the entire
project at the priceof$ 286,62 1. The contract would be awarded using the state "SNAPS" program for state-
approved vendor's list and discounted pricing. '
The process involved with thisrecommendation involved the solicitation 0[5 well known and reputable playground
equipment manufacturer's representatives who were asked to submit a bid for 'all of the parks based on a fixed
. budget allocated to each park. ' .
These bids were reviewed and the? firms were then invited to m8ke a formal presentation of their design proposal
to the selection committee. .
The selection committee, based on several criteria which included product quality, design creativity, delivery and
installation time, similar experience, ability to perform, etc, then ranked the five firms and Dominica Recreation
Products, Inc, was ranked the highest. '
