''''~..( COMMISSION AGENDA ITEM E Consent Informational X Public Hearing Regular August 9. 1999 Meeting /2.--~ Mgr. 1 Dept. Authorization REQUEST: The Community Development Department-Engineering Division requests the City Commission review information regarding Golf Terrace Apartments, Phase II as to setbacks, fencing and landscaping requirements. PURPOSE: The purpose of this agenda item is to request the City Commission review information regarding construction of Golf Terrace Apartments, Phase II. CONSIDERATIONS: · The property in question is zoned R-3 Multiple-Family Dwelling District. The side of the buildings face Talmo Street and Nursery Road. The side yard requirement in the R-3 Zoning District is 10'. The approved construction plans require the buildings to be 25' from the Talmo Street ~nd Nursery Road rights-of-way. · In August of 1990, it was agreed that a six (6) foot berm/wall should be constructed along Talmo Street and Nursery Road. The approved construction plans show the wall to be constructed at the perimeter of the property wherever a vehicular drive is located and a landscaping berm is to be provided elsewhere along the perimeter. Currently, there is a chain-link fence surrounding the property. This is a temporary fence that will be removed upon completion of the project. · Reed Contractors has been asked to provide an as-built survey of the area to verify that the required 25'setbacks along Talmo Street and Nursery Road have been met. This information will be made available to the Commission when available. · This matter was discussed at the July 26, 1999 Commission Meeting and staff was directed to review the approved plans to identify the trees to be saved and field check the area for compliance. COMMISSION ACTION: July I, 1099 To: City Manager Thru: Community Development Director From: Land Development Coordinator~' Re: Golf Terrace Apartments Commission Meeting of June 28, 1999 As per the direction of the Community Development Director, the following information is submitted: 1) The property in question is zoned R-3 Multiple-Family Dwelling Districts. The side of the buildings face Talmo Street and the side yard requirements for the R-3 Zoning District is 10'. The plans show that the buildings are to be 25' from the Talmo Street right of way. An existing fence was shown to the east ofTalmo Street right of way and the residents there may have confused this as being part ofTalmo Street. 2) In August 1990 it was determined that a berm/wall be along Talmo Street and that this would also be along Nursery Road. 3) Please see attached correspondence. 4) I will not be able to schedule a meeting with the owner/developer until I return from vacation because oftheshort time frame afforded me. This plan was submitted to Reed Contractors by Paul L; Verlander, Landscape Architect. It "showed both the trees to remain and those to be removed. After a thorough investigation of the site, it was determined that of the 78 trees to remain that there were nine missing trees. The luissing trees were all numbered on the drawing"but could not be located on the field survey. All of the trees identified on the field search were in approved areas for construction. The area being described herein begins on the south edge of the apartment buildings and extends along the west edge and along the north ege and concludes at the northeast boundry of the site. There is an area clearly marked on the site plan which is and south of this inspected area. This described area "is or disturbed.
