HomeMy WebLinkAbout1999 08 09 Regular Item B COMMISSION AGENDA ITEM B CONSENT INFORMATIONAL PUBLIC HEARING REGULAR X August 9, 1999 Meeting MGR~ /DEPT ~ Authorization REQUEST: Public Works Department Requesting Authorization for Construction Administration Services with Starmer Ranaldi Planning and Architecture Inc. for the Tuscawilla Lighting and Beautification District Entryway Enhancement and Median Improvement Project PURPOSE: The purpose of this Board item is to recommend that the City Commission authorize the construction administration scope of services with SRI for the Tuscawilla Lighting and Beautification District improvements at a not to exceed cost of $28,000. CONSIDERATIONS: This agenda item is needed to provide professional construction administration services for the TLBD improvement project including the disciplines of civil engineering, landscape architecture, architecture, structural engineering, and electrical engineering. SRI was previously approved as the top ranked architectural firm in response to RFP- 008-99-KL on March 22, 1999. They completed the design and bidding services for the TLBD project at a cost of $139,600 which was $4,400 less than authorized. The proposal for construction administration services from the architect is attached. The scope of services includes periodic construction supervision, shop drawing review, progress meetings, pay application review, and as-builts. FUNDING: The funding source for this expenditure of $28,000 will be TLBD Improvement Fund. TLBD Cons!. Scope of Project A. Provide improvements to the entryways into the Tuscawiila residential community to enhance existing conditions and create a new image that identifies the City of Winter SpriDgs as a premiere residential community. B. These improvements include lighting, landscaping, irrigation, hardscaping (swface pavers and or walls), and signage. The locations for these improvements are briefly described as follows: L '<Primary Entryway" enhancement at the main Tuscawilla entrance located at Winter Springs Boulevard and Tuskawilla Road (estimated construction budget $ 870,000) 2. "Secondary Entryway" enhancements located at the intersection of Winter Springs Boulevard and Seneca (estimated construction budget $ 60,000) 3. "Tertiary Entryway" enhancements located at the intersection of Tuskawilla Road and Trotwood (estimated construction budget $ 130,000) 4. "Minor Entryway" enhanceme~ts located at approximately 6 minor intersections within the TuscawilJa P.U.D. (estimated construction budget $ 220,000) 5. "Median Landscape" enhancements located along the entire length of Winter Springs Boulevard within the City limits. (estinlated construction budget $ 990,000) 6. "Signage & Directional" enJtaI1cements at key locations throughout the Tuscawilla P.U.D, (estimated construction budget $ 120,000) II. Scope of Basic Services sri shall provide complete professional construction administration services for this project including the disciplines of civil engineering, landscape architecture, architecture, structural engineering, and electrical engineering suitable assuring that the construction is performed in accordance with the construction documents and stays on schedule, with the following tasks. Assist owner with executing the construction contract 2. Chair pre-construction conference 3. Shop drawing review and approval 4. Hold bi-weekly job site meetings 5. Monitor contractors schedule 6. Field verification of improvement locations and layout 7. Contractor payment application review and approval 8. Periodic construction inspection 9. Periodic problem solving 10. Project close out procedures a Identify date of substantial completion b. Prepare [mal punch list and monitor completion c. Obtain all warranty and maintenance & operation manuals d Obtain "as-built" record documents e. Recommend final payment application approval 11. Provide 1 tear warranty review inspection to identify any necessary repairs prior to expiration of the 1 year warranty period ill. Boundary and topographical surveys B. Geotechnical soils exploration C. Public hearing and/or presentations D. Expert witness I legal testimony IV. Schedule of Fees A At an average hourly rate of $75/hr the 470 hrs above would result in $ 35,250. We propose a lump sum fee of $ 28,000. B. Or we propose working on an hourly basis, mutually monitoring our time, at a reduced hourly rate of $65/hr and the city can choose which services they really need VI. Clarifications A Fees quoted above are based on the scope of work stated herein and should tlle scope change significantly, additional compensation shall be warranted. B. The time involved with construction administration services herein are an estimate and can very widely subject to project conditions, weather, and contractor's performance.
