HomeMy WebLinkAbout1999 03 22 Consent Item B COMMISSION AGENDA ITEM B CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR March 22, 1999 Meeting MGR~EPT /~ Authorization REQUEST: Public Works Department Recommending the City Commission Accept the Rankings of Consultants to Perform Architectural and Landscape Architectural Services PURPOSE: The purpose of this Board item is to recommend that the City Commission accept the staffrankings of the consultants responding to the Architectural and Landscape Architectural Services Request for Proposals and authorize the City Manager to negotiate beginning with the top ranked firm and enter into a contract for the design of the Tuscawilla Lighting and Beautification District improvements at a not to exceed cost of$144,000 or 6% of the estimated construction costs, whichever is less. CONSIDERATIONS: This agenda item is needed to retain professionals needed to perform architectural and landscape architectural services for various projects undertaken by the City. The first contract will be for design of the primary entrances, secondary entrances, signage, and median landscape for the Tuscawilla Lighting and Beautification District. Other projects contemplated within the scope of services, but not included in this authorization, would be building remodeling, building expansion, new building construction, building signage, streetlighting, facilities landscaping, irrigation and walls. Requests for Proposals, RFP-008-99-KL, were received on March 10, 1999 to perform Architectural and Landscape Architectural Services. Six consultants responded March 22, 1999 Consent Agenda Item B Page 2 and a staff review team consisting of the Utility/Public Warks Director, Fire Chief/Acting Parks & Recreation Director, Police Chief, and Land Development Coordinator reviewed and ranked the six applicants. The recommended rankings are as follows: 1. Starmer Ranaldi Planning & Architecture, Inc. 2. Borrelli & Associates 3. MLM-Martin Architects, Inc. 4. Bentley Architects and Engineers, Inc. 5. Hoyt.DSW 6. Longwood Hills Landscaping Company, Inc. Copies ofthe RFP's are available in the City Clerk's office for review. The top ranked firm, Starmer Ranaldi Planning & Architecture, Inc., is currently under contract for the Parks and Recreation Improvements project and has also completed the preliminary design for the Tuscawilla Lighting and Beautification District Improvements. The scope of work for the initial contact encompasses the preparation of construction plans and specifications including bidding services for the primary entrances, secondary entrances, signage, and median landscape in the Tuscawilla Lighting and Beautification District. Construction administration authorization will be requested at the time of bid award. The current estimated construction cost for the TLBD improvements is approximately $2.4 million. We are requesting authorization to negotiate a fee of 6% or $144,000, which is reasonable for a project of this size and nature. FUNDING: The funding source for this project expenditure of up to $144,000 will be the 1900-56820 line code funded by General Fund Reserves. This expense is to be reimbursed by the Beautification District. The funds for this project will be expended over the next 90 days.
