COMMISSION AGENDA ITEM A CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR March 22, 1999 Meeting MGR;? /roEPT j/t--- Authorization REQUEST: Utility Department Recommending the City Commission Accept the Rankings of the Consultants to Perform a Utility Rate and Efficiency Study PURPOSE: The purpose of this Board item is to recommend that the City Commission accept the staffrankings ofthe consultants responding to the Utility Rate and Efficiency Study Request for Proposal and authorize the City Manager to negotiate beginning with the top ranked firm and enter into a contract to perform the scope of work at a not to exceed cost of$50,000. CONSIDERATIONS: This scope of work is needed to review the Utility and Stormwater Utility rates and charges to ensure they are based on justifiable, equitable and legally defensible methodologies to fully fund the expenditures associated with system operations, maintenance, replacement, capital improvements and debt service. A comprehensive utility rate study has not been performed since 1984 although bulk water rates and potable water block rates have been developed in the last two years. The stormwater fee was adopted in 1992 at approximately 60% of the recommended fee and has not been reviewed since. Request for Proposals, RFP-006-99-KL, were received on February 17, 1999 to perform a Utility Rate and Efficiency Study. Four consultants responded and a staff review team consisting of the Finance Director, Utility/Public Works Director, March 22, 1999 Consent Agenda Item A Page 2 Stormwater Manager, and Utility Superintendent reviewed and ranked the four applicants. The rankings are as follows: 1. Public Resource Management Group, Inc. 2. Hartman & Associates 3. Burton & Associates 4. Hagler Bailly Services Copies of the RFP's are available in the City Clerk's office for review. The scope of work includes the review of all rates and charges of the utility and stormwater utility enterprise funds, performance of a water audit to ascertain the percentage of unaccounted for water, development of an oversizing agreement policy for utility extensions, review of the master meter arrangement with Hacienda Village, review of cost recovery alternatives for reclaimed retrofit projects, development of a policy for water and sewer service outside the City limits, and an evaluation of the water and wastewater treatment plants to identify opportunities for efficiency and economic improvements. FUNDING: The funding source for this project expenditure of up to $50,000 will be 80% from the Consulting Services - Rate Study line code (3600-53161) of the Utility Enterprise Fund and 20% from the Stormwater Utility Consultant Services line code (4413-53180). Funds will be transferred from the Utility Capital Improvement line code to the Rate Study line code to cover the required expenditures. The funds for this project will be expended over the next 180 days. RECOMMENDATION: It is recommended that that the City Commission accept the staff rankings of the consultants responding to the Utility Rate and Efficiency Study Request for Proposal and March 22, 1999 Consent Agenda Item A Page 3 authorize the City Manager to negotiate beginning with the top ranked firm and enter into a contract to perform the scope of work at a not to exceed cost of$50,000 payable at 80% from the Consulting Services - Rate Study line code (3600-53161) of the Utility Enterprise Fund and 20% from the Stormwater Utility Consultant Services line code (4413-53180).
