PURPOSE:
The purpose of this workshop is to review Staff responses to issues related to Flood Plain
Management.
CONSIDERATIONS:
Staff is responding to City Commission inquires about Flood Plain Management and
requirements for code changes.
THE ISSUES RAISED ARE ADDRESSED IN THE FOLLOWING MEMORANDUM:
. May 26, 1998 memo from City Engineer to Community Development Director.
. May 26, 1998 memo from Land Development Coordinator to Community
Development Director.
. May 26, 1998 memo from Comprehensive Planning Coordinator to Community
Development Director.

THE PRINCIPAL ISSUES THAT HA VB BEEN IDENTIFIED ARE AS FOLLOWS:
. Ensure that potential buyers are notified that property is in an area of special flood
hazard.
. Minimize public and private losses due to flood conditions.
. Minimize the need for reserve and relief efforts associated with flooding.
. Conditions under which variances may be granted.
. No construction or alteration of the channel is permitted within the designated flood
way. There is a procedure for amending the flood plain maps when an error exists.
. Construction is permitted within the designated 100 year flood plain provided all
habitual floors are elevated at least 12 inches above the base flood elevation (BFE).
The City Code requires all habitual floors to be 18 inches above the BFE.
. The City has initiated a program to increase the Community Rating System to lower
flood insurance rates for property located within the flood plain.
