PURPOSE: To inform and seek the consent of the Commission to upgrade our 1994 Ford van for a 1996 Mercury Sable. The Van has provided very limited use to the Police Department, and to continue in our goals to replace vehicles that would best serve the department. CONSIDERATIONS: The van was originally purchased as an evidence technician vehicle in 1994. However, with improvements in evidence collection technology, our needs have changed and with the replacement of this vehicle it would best serve the needs of the department. The wholesale value of the 1994 Ford van is $9,805.00 and the wholesale value of the 1996 Mercury Sable is $10,070.00. The approximate resale of both vehicles is $11,000.00. Tropical Ford has agreed to an even trade for the vehicles. Therefore, there is no requirement for the expenditure of city funds. The exchange of the two vehicles is practical and is a cost-effective manner to accomplish our goals. We are scheduled to be awarded a smaller passenger van as a result of a past drug investigation. It is scheduled to be used primarily as a Community Relations vehicle and can be used for other additional purposes. FUNDING: None, no requirement for expenditure of city funds. RECOMMENDATION: Approve the exchange and upgrade of 1994 Ford van for a 1996 Mercury Sable. IMPLEMENTATION SCHEDULE: Immediately upon approval by Commission. COMMISSION ACTION: Daniel J. As you and I have discussed, our goal is to get the best long term usage from each vehicle. We have been successful in rotating most of our police package full size sedans to operational positions and replacing the detective and administrative vehicles with smaller mid-size sedans. We currently have a large 1994 Ford Van with 25,000 miles on the odometer that has provided very limited use in the agency. It was originally purchased as an evidence technician vehicle in 1994. However, with improvements in evidence collection tech- nology, our needs have changed and the replacement of this vehicle would best serve the agency. Based, on this finding, I directed my staff to attempt to locate a vehicle of similar value. The main stipulation was that it should be a Ford product due to the City Garage stock of Ford parts amd equipment. A vehicle was located at Tropical Ford and is a 1996 Mercury/Ford Sable with 21,000 miles on the odometer. The wholesale value of the 1994 Ford Van is $9,805.00 and the wholesale value of the 1996 Sable is $10,070.00. The approximate retail value on both vehicles is $11,000.00. Tropical Ford has agreed to an even trade for the vehicles. Therefore, there is no requirement for the expenditure of city funds. The exchange of the two vehicles is practical and is a cost effective manner to accomplish our goals. One more full size vehicle will be moved to an operational assignment. The replacement vehicle will also serve the department for many years in a useful capacity. As you know, we are scheduled to be awarded a smaller passenger van as a result of a past drug investigation. That van will be used primarily as a Community Relations vehicle and can be used for other purposes. Your consideration of this matter is appreciated.
