HomeMy WebLinkAbout1998 06 22 Regular Item B June 22. 1998 Meeting REQUEST: COMMISSION AGENDA ITEM B Consent Informational Public Hearing Regular X MGR DEPT - Authorization The City Manager requesting the Commission to review a proposed ordinance section dealing with the establishment of the Tuscawilla Lighting and Beautification Advisory Committee and provide direction it deems appropriate. PURPOSE: The purpose of this agenda item is for the Commission to provide the language it desires for Government Services Group to include in the Tuscawilla Assessment District documents relative to the Advisory Committee. CONSIDERATION: The City's Assessment Consultant's are preparing documents for implementation of the Tuscawilla Assessment District. The Consultant's desire the City to provide them with the language it desires to be included in the documents relative to the Advisory Committee. A draft proposal is attached that represents staff's suggestions in consideration of the various comments made by Commissioner's and other interested persons. It is important to remember that the Code Section should be as general as possible and not include unnecessary detail. FUNDING: None required RECOMMENDATIONS: It is recommended that the Commission review the proposed language and provide any amendments and direction it deems appropriate relative to the completion of this Code Section. IMPLEMENTATION: See attached schedule ATTACHMENT: Staff draft Consultant schedule COMMISSION ACTION: DRAFT Advisory Committee There shall be appointed by the Mayor and City Commission an Advisory Committee, which shall be known as the Tuscawilla Lighting and Beautification District Advisory Committee. The Committee shall be a non-ministerial committee appointed for the purpose of providing advisory recommendations to the City regarding the activities and functions of the district, including but not limited to annual budgets, contract specifications, contract awards, and liaison activities between the Advisory Committee and the City. The Committee shall be comprised of six members nominated (one each) by the Mayor and Commission and confirmed by the Commission. All members of the Committee shall be residents and/or proprietors residing or operating a business within the boundaries of the district. Three members first appointed shall serve two-year terms and three members first appointed shall serve four-year terms. Thereafter the members shall serve four-year terms. The members shall serve at the pleasure of the Commission for not more than two consecutive four years. Persons serving partial terms shall be entitled to the partial term and two full consecutive four-year terms. The Advisory Committee shall meet not less than once monthly. The Committee shall elect from its members a chairman and other such officers that it may deem appropriate. On matters requiring a vote of the membership, the chairman shall vote only in case of a tie, except as provided for herein, the Committee shall have the power to determine its own rules and procedures provided that such rules and procedures are consistent with applicable laws. Members of the Committee may be removed from the Committee for failure to attend, or acts of misconduct by majority vote of the Commission.
