Authorization REQUEST: The Palrks and Recreation Department requests Commission review the process included in the engineering design program for local parks redeveli[)pment for provision of service to special populations. PURPOSE: The pm.pose of this agenda item is to answer the Commissions query as to whether or how such planning is to be accomplished. CONSIDERATIONS: . The Americans with Disabilities Act requires all public facilities be developed with certain standards guaranteeing service and accessibility to special or handicapped populations. All details of final development plans will confirm to these requirements. · One year ago, the Parks and Recreation Department gathered a group of knowledgeable individuals to form an ad hoc volunteer committee to reviE~w final plans for all park designs. This committee will direct the Parll;s and Recreation Department, engineers and architects toward full and !total service to special populations as may be reasonably accomplished in the planned improvements. These improved services are expeded to go beyond the minimum requirements of the ADA. . The lwmmittee members are as follows: Debbie Dwyer (Chairperson) Estelle Zettler Linda Yannon Amy Lipscome (Special Populations Educator) 1 Malry Thurston (Special Populations Educator) Susiie Benner (Special Populations Educator) Malry Van Klennen CONCLUSIONS: . Ve~r shortly, this group will begin meetings with our design professionals disclllssing recommendations for each detail of every planning element for each, park. . Add,itionaUy, the BOWS board and the already active citizen committees from each park as created in the beginning of the planning process will be dilrectly involved in the final park design program. . The :~chedule for these meetings will be given to the City Manager as such schedules evolve. If the Commission desires, they can be copied with such schedules. FUNDING: No additional funds required for capital improvement projects. RECOMMENDATION: The Parl~ and Recreation Department request the Commission to direct us if this prl[)cess needs improvement.
