HomeMy WebLinkAbout1998 06 22 Informational Item B COMMISSION AGENDA ITEM B REGULAR CONSENT INFORMATIONAL X 6/22/98 Meeting MGR.~ /DEP~ Authorization REQUEST: The Parks and Recreation Department requests Commission review the followiJ[lg information in response to Commissions direction to notify them of our recreation program planning schedule for the Fiscal year 1998-1999 with specifi(; notification of the exact date for public announcement of summer programming. PURPOSE: The purpose of this request is to notify commission of the program planning schedulle for 1999 and compare our 1998 program to that of other recreation planning agencies. CONSIDERA TIONS: · ThE: status of day care type summer public recreation programs in the area for the 1998 season is on the attached. (See attachment "A"). . Classes at $50. 00 to $60.00 are full; classes at $80.00 to $95.00 are at less thalli one-fifth capacity. . Oviedo and Casselberry have their own swimming pools and indoor air conditioned community recreation facilities with all crafts and recreation support desired at no additional costs to campers. Taking our youth swimming twice per week costs us nearly $10.00 per week per camper for dinct costs, which the other groups do not have. Since we have no indoor facilities for active play during the hot afternoon hours, as do the other programs; we must plan field trips to keep youth busy and interested. This means planning one to two more trips per week than other programs. The cost conservatively averages $10.00 plus per camper per week. Please note that we now are down to the cost of the Oviedo program. 1 . Casselberry has very few specific field trips, as their bus is small. Therefore they have little field trip costs with no transportation costs. Their fee of $50.00 per week is easily enough to cover all of their direct costs. . Finlllly, for field trips, one trained adult must be present for each eight youth according to the HRS laws. For in-house supervision, only one camp director plus one supervisor for each 25 youth is required. Since we have no gym or pool, we must charge to cover the extra costs of increased supervision during needed off-site field trips. . For the schools, see attached exhibit "B" and exhibit "C" as we received from the schools. Please note that the only program is from 8:00am until nooll1 each day. That is the advertised Voyager program. Afternoons are swimming and indoor open play. Pick-up time begins at 4:00pm. The school has direct costs for only the bus drivers and not the cost for the use I[)f the bus as we do. CONCLUSIONS: . The schools are at less than 20% capacity at $90.00 per week, and private dayc:are at $95.00 per week is far short of capacity. Our program, tholHght advertised late, must cost more than $80.00 per week. Therefore, all offerings of $80.00 or more a week draws far less than half capacity no matter how early advertisements were initiated. . The communities having their own recreation centers, swimming pools (andl one or more have their own buses) and can offer a good program for $60.00 per week or less and can fill their programs immediately with all local people then having no room for out of town people. . The final conclusion is that we cannot anticipate success in this program at $~10.00 or more per week no matter how early we advertise. Plea:ie note the school daycare supervisor tells us that in 1999, all elementary schools in Winter Springs will otTer this program regardless of number of registrations as a service to the community. . This department will create a new recreation program for school aged youth for the summer of 1999 to serve hundreds or more. 2 . We will bring the program outline to commission in February 1999 for your response. . We will kick ofT a large public relations campaign in March 1999 pending commission input and support. . The exact nature of this program will relate entirely to facilities available to us i.e. schools, pools and our local parks redevelopment program. FUNDING: No request for funding is in our current 1998-1999 budget request. According to facilities available, we will ask commission directly for any funds we find reasonable at the February meeting. IMPLEMENTA nON SCHEDULE: Immedi.ately the City Manager contacts Seminole County Schools for possiblE~ use of schools in 1999. August 1998-Local Parks Rehabilitation Program engineering design should be COml)lete. September 1998-Parks Improvement Program to Commission requesting funding. Octo bel' 1998-Bid Advertisements if funded by Commission. December 1998-Work begins Februal)' 1999-Program plans offered to Commission. Funds approvEd/revised or refused. March 1l999-Public relation's campaign begins to draw city attention to program and local parks improvements. April/May 1999-Development projects complete as a goal. Completion at this time is possible but not guaranteed.
