HomeMy WebLinkAbout1998 05 11 Consent Item E COMMISSION AGENDA ITEM E CONSENT X INFORMATIONAL PUBLIC HEARING REGULAR ~fay 11, 1998 Meeting MGR. ~EPT. , Authorization REQUEST: The Community Development Department - Planning Division requests the City Commi8sion pass Resolution 846 supporting application to the Orlando Urban Area M,etropolitan Planning Organization (MPO, aka MetroPlan) to receive funds to enhance the Redevelopment Area of the S.R. 434 Corridor, PURPOSE: The purpose of this Board Item is to request the City Commission pass a Resolution of Support for an application to receive funds for enhancement of the Redevelopment Area of the S.R. 434 Corridor. For this application the Redevelopment Area of the corridor includes the area from the city boundary near U.S. 17/92 to the intersection ofS,R. 419 and S.R. 434. APPLICABLE LAW AND PUBLIC POLICY: The Intermodal Surface Transportation Efficiency Act of 1991 (ISTEA) Sectiom; 1007(a) and (c), Title 23 U.S,C, Sec. !Ol(a) and Chapter 339, Florida Statutes. [Chapter 339 F.S, is the mechanism used for determining priorities and programming projects among competing transp01tation interests.] CONSIDERATIONS: * In 1995:, the City Commission instituted the S.R. 434 Corridor Vision Plan to improve function and appearance of the corridor. * City stajlwould apply for funding through the Orlando Urban Area Metropolitan Planning Organization (aka MetroPlan) to make improvements in the Redevelopment Area of the S.R. 434 Corridor. These improvements involve crosswalk pavers at intersections, removing overhead wiring, theme street lighting, MAY 11,1998 CONSENT AGENDA ITEM E Page 2 * The Resolution of Support is part of the application requirement. FUNDING: The application is still in development. The preliminary project cost is approximately $3 million, It is not certain what if any parts of the project will be funded. Additionally, F,D.O.T. could break the project into multi year phases. If the project wen: funded in total as one project it is anticipated that the City would be required to fimd between $500,000 and $1,000,000 of the total $3,000,000. STAFF RECOMMENDATION: Staff recommends that the City Commission direct staff to make application for funding of improvements within the Redevelopment Area of the S,R. 434 Corridor. IMPLEMENTATIOl\: Depends on priority designation from the MPO. ATTACHMENT: 1. Resolution of Support COMMISSION ACTION: RESOLUTION NO. 846 A RESOLUT'ION ADOPTED BY THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA, APPROVING THE SUBMITTAL OF AN APPLICATION FOR THE TRANSPOR'TA TION ENHANCEMENT PROGRAM AND AUTHORIZn~G THE APPROPRIATE PARTIES TO EXECUTE ALL DOCUMENTS ASSOCIATED WITH THE PROGRAM. WHEREAS, lthe Mayor and City Commission desire that the City of Winter Springs bealJltify and create a scenic view along State Road 434 between State Road 419 and US Highway 17.92, and WHEREAS, the creation of a scenic streetscape along this section of State Road 434 will be enjoyed by the residents, and motorists. and assist in the economic revitalization of the areas adjacent to the corridor; and WHEREAS, the Transportation Enhancement Program offers an opportunity for supplemental funding of the development of such scenic landscaping Bllready planned by the City; and WHEREAS, the Mayor and City Commission of the City of Winter Springs wish to authorize the appropriate parties to execute all documents to apply for funding through the Transportation Enhancement Program through the Metropolitan Planning Organization; and WHEREAS, the Mayor and City Commission of the City of Winter Springs authorize financial support in the event that the City is awarded funding, NOW, THEFtEFORE, BE IT RESOLVED BY THE CITY COMMISSION OF THE CITY OF \NINTER SPRINGS, FLORIDA, THAT: Section 1. The Mayor and City Commission of the City of Winter Springs, Florida, hereby approve the submittal of an application and authorize appropriate parties to execute alII documents associated with the Transportation Enhancement Program through the Intermodal Surface Transportation efficiency Act (ISTEA) which is administered by the Federal Highway Administration and pursuant to applicable procedures as outlined by ISTEA, Resolved and adopted this day of , 1998.
