Authorization April 13, 1998 TITLE: Police Department requesting the Commission review recommendations for meeting the needs for vehicles due to the additional personnel approved by prior Commission action. PURPOSE: The purpose of this item is provide the Commission with information and a recommendation for acquiring additional vehicles to meet the needs of the Police Department in light of the addition of eight Police Officers under the Universal Hiring Grant. CONSIDERATIONS: At the March 9, 1998 meeting of the City Commission, the Commission directed the Police Department to further explore the use of vehicles to meet the needs of the additional personnel being sought under the Universal Hiring Grant. At that meeting, the Commission approved the acquisition of up to six (6} additional police vehicles. A fully-equipped Ford Crown Victoria 4-door Sedan patrol car costs $24,600 per vehicle. At this cost, the expense for buying fOllr (4) to six (6) vehicles would be as follows: Cost for 4 Crown Victorias........ ...... ............ .... .................. ........... ................. ...$ 98,400 Cost for 5 Crown Victorias.... ........... ................... .......... ..................... ...... ........$ 123,000 Cost for 6 Crown Victorias...............................................................................$ 147,600 By reviewing both the current and future needs of the department, as an alternative to this plan, the department could purchasl~ eight (8) mid-size vehicles for much less than the cost of five or six full-size sedans. In an effort to down size all non patrol vehicles, mid-size vehicles would replace Investigative and Administrative use vlehicles. This would allow the (8) eight full-size Crown Victorias currently assigned to those duties to be returned to the patrol fleet. This will give us the flexibility to put more officers on the street during peak periods and to spread out the amount of mileage being put on the patrol vehicles, which currently averages over 25,000 miles a year per vehicle. The Plymouth Breeze mid-size sedan costs $12,650 per vehicle. At this cost, the expense for buying eight (8) vehicles would bl~ as follows: Cost for 8 Plymouth Breezes......... ...... ............ ............ ............. ......... ............ ..$101,200 This figure is only slightly more than the cost of four Crown Victorias, but could save the City between $21,800 and $46,400 from the purchase of five or six Crown Victorias. This method would be a good start toward meeting the current and near future needs of the department, and would put us on track to starting a better vehicle replacement program. In this way, we can continue to provide safe, reliable transportation for the various units of the department, while at the same time keeping the initial costs to the City low, and spreading out the mileage on the existing vehicles to keep the maintenance and repair costs to a minimum. RECOMMENDATION: Approve the purchase of eight (8) mid-size Plymouth Breeze sedans. IMPLEMENTATION SCHEDULE: In conjunction with the additional personnel previously approved by Commission action.
