HomeMy WebLinkAbout1998 04 13 Consent Item C April 13, 1998 Meeting REQUEST: C()MMISSION AGENDA ITEM C Regular Consent X Informational MGR ~wJ DEPT_ Authorization The Parks and Recreation Department requests City Commission to authorize the City Manager to enter into a contract with the lowest and best bidder for construction of the Trotwood Park Multi-Purpose Build:ing, to declare a purchasing emergency and authorize the City Manllger to negotiate a contract with the successful bidder not to excefd $40,000 to construct a second rest room facility at the Winter Sprirllgs Trail Head site, and authorize the City Manager to enter into an interlocal agreement with the County to reimburse the City for all costs associated with the design and construction of the rest room facility at the trail head site in Winter Springs. PURPOSE: To allow the City Manager to enter into a contract for construction of the Trotwood Park Building Multi-Purpose Building, Winter Springs Trail Head Rest Room Facility, and interlocal agreement with the County to reimburse the City for design and construction costs of the Trail Head Facility. CONSIDERATIONS: . The Parks and Recreation Director with concurrence from the City Mana.ger will submit to the Commission the bid tabulation for this proiect beforl~ April 13, 1998,6:30 p.m. meeting, with the cost, contractor and bids included. Bids were to be opened on Wednesday, April 4, 1998. . A budget estimate of $60,000 has been approved for this purpose by the Commission. . The building is fully masonry in construction type and has been designed for this purpose by Michael Houston, Architect. . The building includes men's and women's rest rooms, equipment and materials storage rooms, front and rear shaded porch, shelter areas with benches and a drinking fountain. . Landscaping, for the facility has been offered as an option to the bid and mayor may not be recommended to the Commission as budget may dictate. . The County has agreed to fund the cost of a rest room facility at the Wintl~r Springs Trail Head site scheduled for grand opening in mid May. The County desires the City to utilize its current design and to piggyback its current rest room bid in order to complete the Trail Head Facility as close to the grand opening as possible. . In order to expedite this process the Commission would need to declare an emergency in order to bypass a formal bid process, authorize the City Manager to negotiate a price with the successful bidders of the Trotwood Park rest room not to exceed $40,000 and authorize the City Manager to enter into an interlocal agreement with the County to have the County reimburse the City for the design and construction costs. RECOMMENDATIONS: 1. The Commission authorize the City Manager to enter into a contract with the lowest and best bidder to construct the Trotwood Park Multi- Purpose Rest Room Facility. 2. Authorize the City Manager to negotiate a contract with the successful bidder to build a second rest room facility at the Trail Head site at a price not to exceed $40,000. 3. Authorize the City Manger to negotiate an interlocal agreement with the County to reimburse the City for costs associated with the construction of the Trail Head facility. FUNDING: The 1987/88 Capital Program includes funds for construction of this facility. IMPLEMENTA TION: Contract by May, 1998. Begin Construction mid-May. Complete construction August, 1998.
