REQUEST: PolicelPublic Works Departments Advising the City Commission of the Findings and Planned Response to the Speeding Complaints on Wade Street. PURPOSE: The purpose of this Board item is to update the City Commission on the findings of a traffic study on Wade Street and the plan to install rumble strips on Wade Street in response to the speeding complaints. CONSIDERATIONS: Several residents of Wade Street voiced complaints about speeding at the November 24th City Commission meeting. In response, the Police Department contacted Seminole County to schedule a traffic study for Wade Street. In addition, staff from the Police Department and Public Works Department met to consider traffic calming options for Wade Street. The traffic study was performed over a 48 hour period from December 8 to December 10, 1998. The results of the study showed that 788 vehicles traveled through this area, which is posted at 20 MPH. 67 % of the vehicles were in excess of the posted speed, with 34 % traveling between 20 - 25 MPH, 21 % traveling between 25- 30 MPH, and 12 % traveling over 30 MPH. Some of the options considered for the traffic calming were: · dead-ending either or both ends of Wades Street . one-way traffic · eliminating the Wade Street connection to SR 419, but retaining the Wade Street/George Street intersection . speed bumps . speed humps · enforcement efforts, and . rumble strips. . As a pilot project, the rumble strips were determined to be the most cost effective alternative with the least inconvenience to the residents. The rumble strips will be installed in two locations on Wade Street about one third length from each end. The design is based on a modification of the DOT standard. Each set of rumble strips will consist of five strips, 6" wide and 1/2" in height, approximately 24" apart. The cost is $350.00 per set. Installation should be completed by January 16, 1998'. FUNDING: The funds for the rumble strips will come from the Transportation Improvement Fund. IMPLEMENTATION SCHEDULE: The rumble strips should be installed by January 16, 1998. A follow-up traffic study will be performed 60 to 90 days after installation to determine the success of this project. The spacing of the rumble strips will be monitored to determine the optimum effectiveness for the 20 MPH speed limit for future installations. ATTACHMENTS: None COMMISSION ACTION: None Required
