CONSIDERA TIONS: The City Commission budgeted funds to renovate the interior of City Hall. The interior renovations included construction of wall partitions, new carpeting, new vinyl flooring, new vinyl baseboard, painting inside City Hall, refurbishing certain office furniture, and reupholstering certain office chairs. Bids for repainting inside City Hall was opened on December 10, 1997. Seven bids were received, evaluated, and references were contacted. Lamphier submitted two bids. Bid "A" included one finish coat on the walls. Bid "B" included two finished coats on the walls. RECOMMENDATIONS: City Manager recommending the Commission authorize the award of a painting bid to Lamphier Painting Services in the amount of $16,369.17, plus a 10% contingency. IMPLEMENTATION: Commission Chamber/Lobby Within 30 days of Commission approval. East Wing Within 60 days of Commission approval. West Wing Within 90 days of Commission approval. Drago, Administrative Assistar Date: December 23, 1997 Re: Painting Bids As you are aware the City recently opened bids for painting inside City Hall. Attached is a tabulation summary of the bids. Lamphier Painting Services was the lowest responsible bidder. The specifications from Architect Design Group called for Zolatone paint in the commission chambers, lobby, hallways and kitchens. All of the bidders who visited City Hall recommended against the use of Zolatone because it is difficult to touch up to original condition, and is costly to maintain. Therefore, the City upgraded the quality of the wall pain~ to afford a greater degree of scrubbability and wearability, and reduce maintenance costs. However, you should meet with the painting contractor to ascertain for yourself whether the Zolatone application should be used or not. Used Zolatone; would not recommend because its high maintenance. Rollins College Chet Bower 407-647-1316 If there was a problem they came back and corrected properly. I did not discover any material facts from the references that would indicate that Lamphier Painting Services could not fulfill the bid requirements to the satisfaction of the city. Therefore, I am recommending that the city award the bid to Lamphier Painting Services in the amount of $16,369.17, and the use of Zolatone be omitted. If Zolatone is to be used, then the bid amount is $25,653.29.
