PURPOSE: The purpose of this agenda item is for the Commission to approve emergency authorization to purchase new windows for City Hall at a cost of $44,393.50, plus a 10% contingency. cONSIDERA TIONS: The City Commission budgeted funds to renovate the interior of City Hall. The interior renovations included construction of wall partitions, new carpeting and painting. Bids for the carpeting and painting will be opened on December 10, 1997. Problems with the windows in City Hall surfaced when a routine inspection uncovered extensive decay in the window's wood sash. The City asked the window supplier, Pella, to inspect all the windows and ascertain the extent of damage, Their inspection revealed that more than 97% of the windows in City Hall had first and/or second stage rotting. The cause of the decay was a result of poor installation by the general contractor who built City Hall. The warranty has expired on the windows. Don Houck, City Building Official, inspected the windows on a separate occasion and confirmed the extent of damage to the windows. In order to provide the proper level of protection to the interior of City Hall, the windows need to be replaced. Secondly, the replacement of the windows need to be accomplished prior to painting and carpeting the interior of City Hall. Due to the urgency of this item, the City solicited quotes from four window manufacturer's. The City asked for three different types of window options. The insulated low E with argon gas is being recommended because it provides more energy efficiency for the interior of City Hall. Improved energy efficiency will result in lower energy cost. FUNDING: There are funds in the FY 97/98 Budget. REcOMMENDA TIONS: City Manager recommending the Commission authorize the purchase of new windows for City Hall from the Pella Window Store at a cost of $44,393.50, plus a 10% contingency, IMPLEMENTA TION: Upon Commission approval.
