PURPOSE: The purpose of this agenda item is for the City Commission to consider increasing the City Manager's purchasing authority without formal bids from $4,000 to a level between $10,000 and $15,000. CONSIDERA TIONS: At the October 27th City Commission Meeting, Commissioner McLeod requested the City Manager survey local government to determine the level of purchasing authority without formal bids being utilized by other communities. He also requested the City's current $4,000 authority established in 1974 be calculated to today's equivalent purchasing authority by use of the Consumer Price Index. Below is the information requested: City Purchasing Authority Without Formal Bids Altamonte Springs Casselberry Lake Mary Longwood Oviedo Sanford Seminole County Winter Springs $ 15,000 5,000 5,000 (consider increasing to $7,500) 15,000 10,000 (consider increasing to $15,000) 5,000 50,000 4,000 Page 1 The Consumer Price Index for 1974 was 49.3, and for the first half of 1997 was 159.9. This is an increase of 224.34%. The equivalent purchasing threshold at today's dollars is $12,973.60. On October 7, 1997, the City Commission of Altamonte Springs increased their purchasing authority without formal bids from $10,000 to $15,000. The reasons cited were: . Consistency with the State of Florida Threshold. . City's threshold has remained unchanged since 1991. . Inflation has increased costs of goods and services. The City Commissioners of Lake Mary and Oviedo will consider requests to increase their purchasing authority without formal bids based on similar reasons cited by Altamonte Springs. FUNDING: None RECOMMENDA TIONS: It is recommended that the City Commission increase the City Manager's purchasing authority without formal bids from $4,000 to an appropriate level between $10,000 and $15,000; and authorize the City Manager to prepare the appropriate amendment to the City's Code of Ordinances.
