COMMISSION AGENDA ITEM D REGULAR X CONSENT INFORMATIONAL 9/08/97 Meeting MGR-1 ~ /OEPT ~1 Authorization REQUEST: The Parks and Recreation Department offers the Commission information regarding research into the City possibly providing a "skate park" and/or "roller hockey" rinks for public use. PURPOSE: The purpose of this item is to inform the City Commission of the City possibly offering this type of service to the public in the future. ISSUE ANALYSIS: . Minimal space for a park or rink could be provided at Central Winds Park or possibly an expansion of Central Winds Park. We have no other locations where such facilities could be created or operated properly. . We found no other City or County who sponsors such facilities and have not heard of such. . Weare in receipt of a letter from The Florida League of Cities outlining "risk factors" for such facilities. Attachment # 1 . Risk M~ager City of Winter Springs 1126 West State Road 434 Winter Springs, FL 32708 Re: Skateboard/In-Line Skating Facility Dear J.P.: This letter will summarize your telephone conversations with Jon Morrison and me regarding the proposed skateboard/skating facility. We have seen an increase in the interest in these facilities over the past several months. The tendency now is to remove the skaters from the public areas (sidewalks, parking lots, etc.) and place them in a designated area that will allow quicker access for the emergency medical team when the skaters injure themselves and others. Cities are more frequently being pressured into providing these facilities. As you know, the primary users of these facilities are younger children and teenagers. The bodies of these children are still developing. Their arms and legs are not yet as strong as those of an adult. The appearance of paralyzed children in the courtroom tends to bring out the generosity in jurors. The FMIT agreement specifically excludes the operation of skateboard facilities (page B-5, Paragraph C (3)). The agreement is silent on in-line skating. If the in-line skating occurs at a skateboard facility, claims arising from in- line skating would also be excluded. We have an A+ XV market that will quote these facilities. If you are interested, let me know and I will forward the applications. Some of the parameters that will most likely be applicable are: 1. Deductible $10,000.00 per claim including Loss Adjustment Expense 2. No medical payments Florida Municipal Insurance Trust ,.' 3. Warranties: wearing of protective gear monitor on hand at all times 1 rider per ramp posting of safety rules release signed by all riders release wording approved by carrier minors must have release signed by parent/guardian accident policy in force 4.. Require'membership in skate pClrk association 5. Minimum Premium - $10,000.00 to $15,000.00 I hope this information helps.
