TITLE: Police Department informing the Commission of traffic enforcement action for
violations by bus drivers.
PURPOSE: To provide information to the Commission regarding the Police Department's
actions of traffic violation enforcement against school bus drivers.
CONSIDERATIONS: During the Public Input portion of the Commission's meeting of August
11, 1997, a citizen stated that he had witnessed several traffic violations committed by drivers of
Seminole County School buses in the area of SR 434 between US 17-92 and the School Board
Transportation Facility at SR 419. Questions were raised as to the Police Department's diligence
of enforcement action when a violation was committed by a county school bus driver.
ISSUE ANALYSIS: Research into Police Department records indicate that over the past six
months, school bus drivers have been stopped and issued traffic citations on eight occasions. As
a result of the citizen's comments at the previous Commission Meeting, CaptainToIIeson
contacted the School Board Director of Transportation the following day to advise them that the
Police Department had received complaints about the bus driver's behavior, and that our patrol
officers would act on any violations accordingly. In addition, Captain Pieper will be addressing
this matter before the Seminole School Safety Advisory Committee at its next meeting on
September 4, 1997. The School Board's Director of Transportation and Supervisor of Bussing
are also representatives on the School Safety Advisory Committee.

REQUEST: Community Development Department informing the City Commission of the City
Managers' intent to prepare and submit a Florida Recreational Development
Assistance Program (FRDAP) application.
PURPOSE: The purpose of this Agenda Item is to provide for the recreational elements of the
Florida National Scenic Trail, Town Center Trailhead as provided for in the Trails
Master Plan as proposed by the County and the City. Planning and design of the
primary trailhead and downtown loop elements will consist of, but not be limited
to the following key recreational items:
