August 11, 1997 Meeting MG~VxoEPT~ Authorization REQUEST: Land Development Coordinator presenting to the Commission for informational purposes, and requesting the authorization to expend approximately $16,000.00 of the City's allocated $35,600.75 from the 1996-97 Recycling & Education Grant Funds. PURPOSE: The purpose of this Agenda Item is to inform the Commission that the City has received permission from the Florida Department of Environmental Protection to expend approximately $16,000.00 of allocated grant funds for the purchase of wheel stops made up of a minimum 96 percent post-consumer and/or post- industrial recycled plastics. CONSIDERA TIONS: 1.) Seminole County was provided $449,472.00 from the State funded Recycling and Education Grant Funds for the FY 1996-97. The City's share of this funding is $35,600.75. 2.) The City has, in this fiscal year, expended $5,725.00 of these grant funds for a concrete breaker. In the past we have purchased such items as recycling bins, a chipper/shredder, a bucket truck, etc. 3.) The City proposes to purchase five hundred (500) wheel stops. The Recreation Department has stated that approximately three hundred (300) will be utilized at Trotwood Park and another eighty (80) or so will be needed at the Public Safety Complex. The remainder would be stored at the Recreation Department until needed for replacement or on another project. 4.) The wheel stops must be ordered, delivered and paid prior to September 30, 1997. August 11, 1997 Informational Agenda Item B Page 2 5) The only stipulations imposed by the Florida Department of Environmental Protection is that the wheel stops be placed in areas accessible to the general public and that there be signs identifying the wheel stops as being made from recycled plastic. FUNDING: The initial funding would be from the General Funds and these funds would be replaced when the City is reimbursed for the cost. RECOMMENDATION: The recommendation is that the Commission authorize the City to proceed with the purchase of these wheel stops utilizing the grant funds. As previously, discussed, the City was not prepared to expend these funds on a quarterly basis and the request . was that the funds allocated to the City be held for exp;:'.1ditures at a later date. To date, the City has been authorized to expend $5,725.00 for a concrete breaker. The City is desirous of purchasing car stops which are constructed ofa minimum of96% recycled plastic. The City wishes to order five hundred (500) of these at $32.00 per car stop (please see attached correspondence). Approximately four hundred (400) of these will be installed prior to October I, 1997, The location for these will be Trotwood Park and the newly, constructed public safety complex. Each location will have a sign with verbiage identifYing the car stops as being made with recycled plastic. The remaining one hundred (100) will be utilized as spares and for other projects which will occur on City property.
