REQUEST: Fire Department requesting the City Commission review the proposed patient
transport services fee schedule.
PURPOSE: To request that the City Commission review the proposed fee schedule
recommendt~d by the Fire Department and approve a fee schedule that the
Commission determines appropriate for this service.
CONSIDERA TIONS:
A. December 11, 1995 - Regular Meeting City Commission
The City Commission approved the Second Reading and Public Hearing by motion
Ordinance No. 608 authorizing the provision of Emergency Medical Services Patient
Transport by the Winter Springs Fire Department. The fee charge for transport service for
each person transported is hereby established as $184.63 per transport. This fee is to be
re-evaluated each year at budget review. If a fee change is warranted, the change shall be
accomplished as permitted by law and approved by the Winter Springs City Commission.
B. General Discussion
The City of Winter Springs Fire Department has been transporting Emergency Medical
Patients to area hospitals since January 15, 1996, as authorized by City Ordinance No, 608
(attachment 1), The fee charged for service is a flat fee of$184.63 regardless of
destination. We are requesting to round off the $ 184.63 charge to an even $ 185.00
During the past 18 months of service the fee charged has more than covered the expenses
associated with the transport. However, since most of the public agencies within
Seminole County will be assuming the transport function, the City's fee is the lowest
within the County (attachment 2), We are suggesting a non-resident transport fee of

$280.00. This would be consistent with the non-resident transport fees charged by
Longwood and A1tamonte Springs. However, Seminole County and Sanford are charging
$280,00 for both residents and non-residents, This $280,00 fee is what other Departments
will charge our residents if they come into the City to transport. This is a rare occurrence
but it has happened. We also want to establish a mileage rate of$6.00 per loaded mile to
offset travel expenses if a patient is transported to a hospital outside of Orange or
Seminole County. This has never happened to us but could if a 9-1-1 patient is in a stable
condition, per HRS guidelines the patient can go to their hospital of choice. We can only
make them go to an area hospital when they are in an unstable condition. This mileage rate
is only charged from the City to the hospital, f.acili ty.
Therefore it is my recommendation that the following changes to the transport fee be
considered.
1. The transport rate for a City resident of$185.00.
2. The transport rate for a non-resident of$280.00.
3. A mileage rate established of$6.00 per loaded mile transporting patients to
facilities located outside of Seminole and Orange Counties.
FUNDING:
No additional funding is required.
RECOMMENDATION:
Approval of the recommended fee schedule.
IMPLEMENTATION:
Rates effective immediately upon approval.

AN ORDINANCE OF THE CITY OF WINTER
SPRINGS, FLORIDA, AUTHORIZlNG TIIE
PROVISION OF EMERGENCY MEDICAL SERVICES
PATIENT TRANSPORT BY THE WlNTER SPRINGS
FIRE DEPARTMENT; PROVIDING FOR CONFLICTS,
SEVERABILITY AND EFFECTIVE DATE.
WHEREAS, Sections 3-01, 4.14 and 12-01 of the Wmter Springs City
Charter and state law provide; and
WHEREAS, the Wmter Springs City Commission with the authority to
authorize the provision of emergency medical services patient transport by the Wmter
Springs Fire Department; and
WHEREAS, the City ofWmter Springs Fire Department has transport
equipment and personnel qualified to provide medical transport; and
WHEREAS, the Wmter Springs City Commission desires to provide such
service by the Wmter Springs Fire Department
NOW, TIIEREFORE, BE IT RESOLVED BY TIlE CITY
COMMISSION OF THE CITY OF WINTER SPRINGS,
FLORIDA, AS FOLLOWS:
SECTION I - The Wmter Springs FIre Department is hereby authorized to
take those steps legally necessary to provide emergency medical services patient transport
utilizing equipment and personnel of the Wmter Springs Fire Department.
SECTION II - The fee charge for transport service for each person
transported is hereby established as $184.63 per transport. This fee is to be re-evaluated
each year at budget review. If a fee change is warranted, the change shall be accomplished
as permitted by law and approved by the Wmter Springs City Commission.

SECTION III - All ordinances or parts of ordinances in conflicts with this
ordinance are hereby repealed.
SECTION IV - This ordinance shall take effect immediately upon its
passage and approval.
