HomeMy WebLinkAbout1997 07 14 Regular Item D C()MMISSION AGENDA ITEM D REGULAR X CONSENT INFORMATIONAL ~l4. 1997 Meeting MGR ;{~~r .iuthorization REQUEST: Public Works Department is Requesting Consideration of Modifications to the draft Traffic Circulation Element Update of the Comprehensive Plan PURPOSE: The purpose of this Board item is to request the City Commission consider modifications to the Traffic Circulation Plan Update relating to Shore Road based on input received at the May 19, 1997 workshop and subsequent Commission meetings. CONSIDERA TIONS: The City has retained a consultant, Conklin, Porter & Holmes Engineers, Inc., to update the Traffic Circulation Element of the Comprehensive Plan based on the need to review the feasibility of several of the proposed transportation projects. A draft of the proposed traffic plan was reviewed at a May 19, 1997 City Commission workshop and a consensus was reached on all items with the exception of Winter Springs Boulevard and the Shore Road extension. The addition of three turn lanes on Winter Springs Boulevard in lieu of the four laning of a section of Winter Springs Boulevard was conceptually approved at the June 23, 1997 City Commission meeting. The alternatives presented at the same meeting for the north Shore Road extension were unacceptable and returned to staff for reevaluation. The north Shore Road Extension is not a "level of service" dictated project but is recommended to promote traffic circulation. No deficiency exists or is projected to occur by this project being deleted. The objection raised by the City Commission to this project is concern related cut through traffic to Lake Drive and/or Tuskawilla Road. The staff was directed to reevaluate the Shore Road extension due to the need for intersection improvements and the desire to provide alternate access to the properties adjacent to the July 14, 1997 Regular Agenda Item D Page ..2.. existing terminus to Shore Road. One of the properties between Shore Road and S. R. 434 may develop as a church and the City Commission was concerned about the traffic impact on the neighborhoods. An outlet on S.R. 434 would reduce the traffic through the neighborhood. It is lOur opinion that in order for the Shore Road/S.R. 434 intersection improvements to be eligible for transportation impact fee funds, that the north Shore Road extension must be included in its entirety although it could be phased. A modified alternative (#3) is proposed which would allow Shore Road to be built in two phases. Phase One would be built in the next two to three years and include the S.R. 434 intersection improvements and the north half of the extension. Phase Two would be built in 2010 with the condition that a physical disconnection be constructed on Panama Road between Fisher Road and Shore Road to eliminate this cut through route. This is described in more detail in the attached letter from our consultant. ISSUE ANALYSIS North Shore Road Extension The collection of transportation impact fees provides funds for improvements to the collector road network. In order for improvements to the Shore Road/S.R. 434 intersection to be funded from the transportation impact fee, the extension of Shore Road north to this intersection ultimately needs to occur. Allia:Jlative #1 - Delete the north Shore Road extension from the Traffic Circulation Plan update. Upon approval, this would also delete this project from the currently adopted Comprehensive Plan. No LOS deficiencies would occur due to the deletion of this project. However, impact fees could no longer be used to fund any improvements for the road. Alternative #2 - Include the extension of Shore Road as a collector road to S.R. 434 including intersection improvements as a single project. The estimated cost is $235,000. The project would be constructed utilizing transportation impact fees in approximately the year 2002 or sooner if other projects are reprioritized. July 14, 1997 Regular Agenda Item D Page -1 Alternative #3 - Include the northern extension of Shore Road to S.R. 434 as a two phased project. Phase I would consist of approximately 500 lineal feet of roadway with intersection improvements at S.R. 434 at an estimated cost of $150,000. This could be constructed in 1999 or 2000. Phase II would consist of an additional 500 lineal feet of roadway to connect to the existing end of Shore Road at an estimated cost of $105,000. A condition of Phase Two is that a physical disconnection would occur at the Panama Road/Shore Road intersection so that no traffic from Fisher Road could get to Shore Road via Panama Road. This alternate would also delete Shore Road south of Bahama Road and Panama Road between Fisher Road and Shore Road as collector roads. FUNDING No funds are needed at this time. RECOMMENDATION: It is recommended that the City Commission direct staff to incorporate Alternative #3 for the north Shore Road Extension (extend Shore Road to S.R. 434 as a two phased project closing Panama Road when the second phase is constructed) into the update of the Traffic Circulation Element of the Comprehensive Plan and proceed to the Planning and Zoning Board with those revisions. IMPLEMENTA TION: The Traffic Circulation Element will be submitted to the Local Planning Agency (P&Z) for consideration. The Comprehensive Plan Amendment will then be brought before the City Commission for approval and transmittal to the Department of Community Affairs. July 14, 1997 Regular Agenda Item D Page ..A. This map shows Shore Road as a collector from S.R. 434 to Bahama Road. The section of Shore Road from Bahama Road to Panama Road has been removed from the map as a designated collector. The section of Panama Road from Fisher Road to Shore Road has also been removed as a designated collector. Based on this map, this section of roadway would remain as a dirt road and be unimproved. Shore Road will be a two-phased project with the first phase constructed in the next two to three years and the second phase constructed in the year 2010. In the event that Phase II of Shore Road is constructed, a physical disconnection of Panama Road will be performed at the Panama Road/Shore Road intersection by means of a landscaped berm or other similar construction. A cul-de-sac would also be constructed at the end of Shore Road.There are two homes on Panama Road between Fisher Road and Shore Road which will require service out to the west. We believe this map/configuration offers available alternate solution for the inclusion of Shore Road as a collector road and the future connection of Shore Road at the S.R. 434 and S.R. 419 intersection. We will be present at the July 14, 1997 commission meeting to answer any questions that the Commission may have on this alternate.
