HomeMy WebLinkAbout1997 06 09 Informational Item C COMMISSION AGENDA ITEM c REGULAR CONSENT INFORMATIONAL X June 9, 1997 Meeting MGR /J;v!DEPT~ Authorization REQUEST: The Community Development Department informs the City Commission that the Board of County Commissioners has promulgated a study "US. 17/92 Corridor Assessment of Needs (blight study) leading to the establishment of a Community Redevelopment Agency along a certain section of US. 17/92. PURPOSE: The purpose of this Board Item is to inform the Commission that the Board of County Commissioners has promulgated a study "US. 17/92 Corridor Assessment of Needs (blight study) leading to the establishment of a Community Redevelopment Agency along a certain section of US. 17/92, and that the County is seeking a cooperative working relationship with the several municipalities bordering US. 17/92. APPLICABLE LAW AND PUBLIC POLICY: The provisions of 163.335(1) F.S. which states in part: "It is hereby found and declared that there exists in counties and municipalities of the state slum and blighted areas which constitute a serious and growing menace, injurious to the public health, safety, morals, and welfare of the residents of the state; that the existence of such areas contributes substantially and increasingly to the spread of disease and crime, constitutes an economic and social liability imposing onerous burdens which decrease the tax base and reduce tax revenues, substantially impairs or arrests sound growth, retards the provision of housing accommodations, aggravates traffic problems, and substantially hampers the elimination of traffic hazards and the improvement of traffic facilities and that the prevention and elimination of slums and blight is a matter of state policy and state concern in order that the state and the counties and municipalities shall not continue to be endangered by areas which are focal centers of disease, promote juvenile delinquency, and consume an excessive proportion of its revenues because of the extra services required for police, fire, accident, hospitalization, and other forms of public protection, services, and facilities." JUNE 9, 1997 CONSENT AGENDA ITEM C Page 2 CONSIDERATIONS: * The US. 17/92 corridor Assessment of Needs Study (blight study) was sanctioned by the Board of County Commissioners upon the recommendation of the Spirit of 17-92 Task Force. This study provides an analysis and assessment of existing conditions along the corridor which support the designation of blight conditions as defined in 163.335 F.S. * The study is a result of a cooperative effort between the consultant, City staffs, county staff that involved the collection of various data elements specific to each entity. * The study area encompasses approximately 1,909 acres and contains 1,277 parcels, extending north from the Orange/Seminole County line (excluding existing Casselberry CRA) to the intersection at State Road 46 in Sanford Osouthern boundary of the existing Sanford CRA). * Project Timeline: May, 1997 Board of County Commissioners considers adoption of "Resolution of Necessity" . June, 1997 Public Hearings to create US. 17/92 "Community Redevelopment Agency". June-October, 1997 Redevelopment Plan/intergovernmental coordination. Oct.-Nov., 1997 Presentation of Redevelopment Plan to Cities, CRAs, County Local Planning Agency, Board of County Commissioners. Nov.-Dec., 1997 Public Hearings to adopt Redevelopment Plan Ordinance and Redevelopment Trust Fund Ordinance, including interlocal agreements with Cities, Casselberry CRA, Sanford CRA. January, 1998 Redevelopment Plan implementation. * The Board of County Commissioners adopted a Resolution of Necessity on May 27, 1997 finding blighted conditions along the US. 7/92 Corridor per 163.55 F.S. JUNE 9, 1997 CONSENT AGENDA ITEM C Page 3 FUNDING: * The County Commissioners intend to pass an ordinance in accordance with 163.356 F.S. creating a "Community Redevelopment Agency". This agency will develop a "strategic redevelopment plan". Of note per 163.356(1) F.S. . . ."the community Redevelopment Agency of a county has the power to function within the corporate limits of a municipality only as, if, and when the governing body of the municipality has by resolution concurred in the community redevelopment plan proposed by the governing body of the county". * It is the intent of the county to utilize "tax increment financing" to fund the operations of the Community Redevelopment Agency in carrying out the "Community Redevelopment Plan". * The County has expressed an intent to develop the redevelopment plan in close coordination with the affected municipalities and interlocal agreements will be developed to outline the responsibilities and required actions of each entity. * The County indicates that adoption of the Redevelopment Plan and associated ordinances and interlocal agreements is anticipated to occur in lat fall of 1997. * No required funding or contribution indicated by the county at this time. RECOMMENDA TION TO THE CITY COMMISSION: No action required at this time. COMMISSION ACTION:
