PURPOSE: The purpose of this item is to bring the Commission up to date on trail activity as follows: 1) Update on activity by city staff and city task force 2) Update by Commissioner Morris and county staff on county activity cONSIDERA TIONS: A great deal of activity has taken place related to the development of The Cross County Trail System. The organization of the presentation is planned to be as follows: a) Presentation on activity by the City including: 1) Brook Seall - Acting Parks & Recreation Director 2) Forrest Michael - Trail Consultant 3) City Trail Task Force b) Overview of County Commission activity by County Commissioner Randy Morris. c) Presentation of County Staff activity by County Planner Colleen Rotella. We believe this approach is preferred over a proposal that would tend to pit the two Cities against each other in a competitive process to acquire exclusive right to the first phase of the project. I would appreciate you advising your Commission of our approach to this project, and exploring with them the possibility of the two Cities working in concert with the County to accomplish a Phase I project that benefits Oviedo, Winter Springs and the County. Recommendatiuns: De it resolved that the above members of the City of Winter Springs Citi2ens Task Foree make the following recommendations and suggestions to the City of Wintt:r Springs City Commission for the ucvt:lopmem and design of the Winter Springs Pedestrian/Bike Trail trailhe:lds at Central Winds Park, at the proposed Downtown-Village Center, auu for associated amenities along the course of the trail facility. Hereafter. the reference to Committee shall refer' to the City of Winter Springs Citizens Task Force and the refcrcm;e:= to City shall refer to the City of Winter Springs. Shelters and Amenities (Central Winds Park): The Committee recommends: · That the architectural style for trailhead shelters should reflect the State's "Florida Cracker" heritage md be similar to the Flori<.1a Cracker architecrural style incorporated in the design of the West Orange Trail facilities which features wood siding, tin roofs and large, open verandas. · That there should be one General Purpose building whose t~atures should include: appropriate size to accommodate the projected number of trail paw)n3 during peak tl'ail ~t: hours; vending machines for soft urinks, fruit juices and assorted snacks; appropriate sitting areas with benches or chairs; and. appropriate rest room facilities. In associatiun with the General Purpose building there should be an appropriate number of bike racks. security lighting. informational sign:Jge and public phones. Other trailhead design features reconunended include: The Committee recommends: · The development of a small training loop (pavcu area) within the trailhead area with hand rails foc tnining roller-bladers in the proper procedures for stopping at interscctiof1~ and/or appropriate trail etiquette with respect to pcdt:suians, equestrians and bikers encountered along the [fail. · That appropriate landscaping he installed and space allowed to crcztc a park eav irunmenr and to provide a buffer between Lhe rrailhead area and any adjoining non-parle (commercial or residential land use). · That appropriate animal (horse/dog) drinking water amenities be provided within the trailhead area. Shelters and Amenities (along the trail route): The Committee recoIIlm~nds: · That there should bt: a rest shelter and sitting bench each mile alc-ng the [rail route. · That bctweell re~t sht:Irers, uncovered, stand-alone rest benches should be placed periodically (approximately each l/6th of a mile) at scenie settings along the routt:. · That along the route, drinking water fountains should be placed where possible with respect to e'\i:>ting City potable water lines. · TIlat alung the route disrance markers every 1/1 Oth of a mile should be placed. · That at L'1rersecI.ions and/or at high collision risk areas, hand rails should be placed for use as stopping aids for roUer-bladers, wheel chair users and/or in.fmn citizens. · That along the route J emergency phones or cummunication devices with direct link to the City Police Department should be placed for patron safety and security. · That tr'al. patron parking must be prohihited and strictly controlled at pedestrian/bike trial and roadway intersections within residential communities. · That as the trail is intended to be a multi-use facility for pedestrians. bike riders. roller bladers, and equestrians, the trail design should provide for effective separation between paved trail users and equestrian users. APR-09-1997 11:51 2 of 3 407 843 1070 99% P.03 APR-09~97 WED 11:45 GAl CONSULANTS SE FAX NO. 407 843 1070 P. 04/04 - Other Recommendations: The Committee recommends: · That the City should gain control and/or ownership of the aban<loned right-or-way for the old State Road 434 through the trailhead area from the Florida Department of Transportation or through any subsequent owner, and gain control and/or ownership of the parcel of land between the olu State Road 434 right-of-way and the new State Road 434 right-of-way. · Thal in the event the City cannot gain control of the abandoned right-of-way and the adjoining land parcel between the old State Road 434 right-of-way and the new State Road 434 riglu-{}f-way on the south side of Central Winds Park, the City should create and enforce an appropriate development (architectural) d~ign criteria and/or land development code for said property which can be used to protect the quality of the development and conformity with the adjoining trailhead facilities. · That the City should make a fonilal request to the Seminole County Commission to provide horse trailer parking at the existing Environmental Center on State Road 419 north of Lhe City of Wintcr Springs and at tb.e:: abandoned railroad spur line at the intersection of State Road 434 and Jetta Port Road on the west side of the Eastern &Itway at the eastern edge of the City. · That Seminole County's "Pilot" pedestrian/bikeway project be extended west from its proposed western terminus at the Howell Branch trestle to the Polymetric Plane site at Gardena and Railroad A VC'Ilues. This is recommended in order to secure an area for parking at the temporary end of the trail. It is the belief of the Committee that to end the "Pilot" pedestrian/bike path ut:velopmem at the Howell Branch trestle will serve to create an environment for loitering, vandalism and unnecessary pedestrian/bike trail traffic congestion which will not serve tlle tx:st interest of trail patrons, adjacent property owners and the future community goodwill and SUpport needed to develop this vital lineal park. for our community. It is rccorrunemlcl that some proVision be secured for temporary parking at the Polymetrie Plant site to create a suitable start and/or fInish for the "Pilot" program tx:ing proposed and implemented by Seminole COunty. FROM: SUBJ : DATE: APRIL 9, 1997 Mr. Forest Michael attended our regular trail committee meeting last evening. His purpose was to ask the committee recommend items concerning the possible scope of the development of the trailhead at Central Winds Park so he could include same in the county application for IS TEA funds to be submitted shortly. Our committee cooperated and our wishes will be included. Also, the "Pilot Project" was discussed. The committee recommended two (2) alternatives to the route (end to end) proposed by the county as follows: 1. Ending this first leg of construction at a neighborhood cross street is not acceptable. 2. Alternate #1-End it at Polymetrics so we (city) might negotiate for some temporary rights for public parking there. 3. Alternate #2-End the new leg at the tressel by including some form of overlook and turn-around. Note: Mr. Michael reported that the tressel had been inspected and reportedly will pass muster structurally making renovation to a trail bridge feasible at this Pilot Project level. Finally, Forest requested that we fax our thoughts to him today and copy the county. I have attached a copy of that transmission.
