PURPOSE: The purpose of this Board Item is to request the Commission to continue its review of the draft Ordinance relative to the regulation of Communication Towers in the City which began at a special Work Shop on February 17, 1997. CONSIDERA TIONS: 1. At the 1\"ovember 25, 1996-regular meeting of the City Commission, the Commission adopted Ordinance 635-B placing a moratorium on the construction andlor eJection of Telecommunications Towers within the City until January 30, 1997 to allow the City time to study the issues related to the location, construction and impacts of Telecommunications Towers in the City, and develop regulations that will protect the health, safety and welfare of the residents and businesses in the City. 2. The City staff developed a draft "Telecommunications Tower" Ordinance which was pres,ented to the Planning and Zoning Board for its review at its January 2nd meeting. The Planning and Zoning Board made various changes, and made recommendation that the City Commission adopt the proposed ordinance with such changes. J March 10, 1997 WORK SHOP AGENDA ITEM A Page 2 3. The CALNO Communication Tower Technical Committee held three meetings to discuss technical considerations relating to the siting of communication towers. 4. The City Commission, at its regular meeting on February 24, 1997, postponed the workshop for that night on the draft Telecommunications Tower Ordinance 645 and rescheduled the workshop for March 10, 1997. 5. The City Commission approved the first reading of Ordinance 646, extending the moratorilum for sixty (60) days, on location of telecommunications towers in the City, pending the review and completion of a draft Telecommunications Tower Ordinance 645. 6. On Febmary 17, 1997, the City Commission held its first workshop on this ordinance, and scheduled a second workshop at its February 24, 1997 meeting. 7. At the FI~bruary 24, 1997 meeting, the City Commission decided to delay the workshop until March 10, 1997. RECOMMENDAllION: N/A ATTACHMENTS: NONE COMMISSION ACTION: COMMISSION WORKSHOP March 10, 1997 (Meeting) \ \ PURPOSE: The pur:~ose of this workshop is the continuation of the Commission discussion of the proposed Draft Telecommunication Towers Ordinance. This informational sheet addresses the proposed placement of towers within the City that would assure maXImum coverage. RECAP: The Commission discussed ways to place the proposed towers in locations that would be the least obtrusive to the citizens. There was discussion on the possibility of three (3) locations within the City. These sites were the West side wastewater treatment plant near the Winter Springs Golf Course, the effluent disposal areas on the east side of Shore Road, and the East side wastewater Jreatment plant near Sam Smith Park off Winter Springs Boulevard. There wc$ also discussion on the number of towers to be allowed at each location. The consensus on this item was that there only be one (1) tower at any given location. Another item discussed was whether or not the towers would be lighted. DISCUSSION: The Staff recommendations for proposed towers are that they be monopoles, a maximum of one hundred eighty (180) feet in height and be separated by a minimum of two thousand (2,000) feet. Further, the recommendation is that all new towers within the City have the capability of co-location for other providers. One of these co-locations is to be for the exclusive use of the City, either to lease this space to a provider or to utilize the space for City communications if and when needed. The parameters that were considered in the spacing of these towers was that the maximum range for effective coverage is two (2) miles, that there could be a co-location every twenty (20) feet, and, in keeping with the tenets of the proposed ordinance as to specific location, the only future land uses considered were those I t f I March 10, 1997 WORKSHOP Page 2 addressed in the ordinance. The effective range parameter would preclude the discussion of only having three (3) towers within the City. There are two (2) existing towers that could have been considered in the location of towers, one (1) is located on the west side of Belle Avenue and the other is located on county property at the terminus of Old Sanford/Oviedo Road. Both of these towers are lattice-type towers. The space on that tower located in the County appears to be maxed out as there are multiple antenna arrays on the tower. The tower on Belle Avenue, to the best of knowledge, has not been designed for co-location (bearing load, wind load, etc.). These towers are designated on the handout as locations 1 (Belle Avenue) and 2 (County). The five proposed locations chosen are: Location "A" - West side wastewater treatment plant Location "B" - Vicinity of the Seminole County School Bus Barn Location "C" - Effluent disposal area on the east side of Shore Road Location "D" - City Hall Location "E" - Proposed Fire Station location on south side of SR 434 in Tuscawilla Tract 15 area The coverage afforded by each tower is depicted on the attached handout. The only area of the City which would not be covered under this proposal, provided that the parameters used are correct, is the southwestern portion of the Tuscawilla PUD (yellow on handout). Another discussion point during the meeting of February 17,1997, was whether or not the tower would have to be lighted. The normal FAA requirement for the lighting of towers is anything over two hundred (200) feet in height. But, because of the close proximity of the airports in Sanford and Orlando, this would have to be decided on a case-by-case basis. It was noted that the tower which is located on County property is lit.
