ITEM E REGULAR X CONSENT INFORMATIONAL February 24 1997 Meeting MAR.'II" /DEPT Authorization REQUEST: City Manager requesting the Commission to approve the terms and conditions of an agreement with the Winter Springs Professional Fire Fighters Union I.A.F.F. Local 3296 subject to formal ratification by the City Commission and the Union, and to authorize the Mayor and City Manager to execute the Agreement on behalf of the Commission. PURPOSE: To approve the terms and conditions of an agreement with the City's Fire Union for FY 97. CONSIDERA TIONS: We have reached an agreement with the Firefighters for the 1996-97 fiscal year. The agreement is subject to ratification by the City Commission and members of the collective bargaining unit. It is recommended that you approve the following: ] . Approval of wage increases for firefighters in accord with the same pay plan for general employees, for the fiscal year 1996-97. This would involve merit pay increases of 2, 4, and 6% subject to the evaluation process. 2. Approval of a continuation of the same 1995-96 pension plan for firefighters that pre-existed the pension plan change for general employees. These parties will continue to negotiate regarding the pension plan issue. 3. Adoption of the Cody Plan for firefighters with EMS incentives being rolled into base pay. 4. Award of the 1996 Christmas bonus afforded the general employees. 5. Revision of the sick leave policy to any voluntary donation of accrued leave for catastrophic illness to a fellow employee, subject to management's approval. Also for catastrophic illness the employees requesting sick leave shall first have used his or her accrued leave. 6. Requirement that submission of the "shift swap" be no later than 24 hours in advance. Page 1 i .. ~,~ 7. A one-year agreement to cover the period October, 1996 to September 30, 1997 retroactive with its terms. 8. All other terms of the parties existing collective bargaining agreement to continue unchanged. The above conditions are subject to: 1. Withdrawal of the unfair labor practice filed by the Union against the City. 2. The understanding the old pay plan is being eliminated with the new plan replacing it for the 1996- 97 fiscal year. Any pay increases subsequent to October 1, 1997 are subject to the parties agreeing to same and ifno agreement is reached, the salaries remain frozen as of their September 30, 1997 rate until an agreement is reached. 3. Adoption of a Drug Free Workplace Policy for firefighters subject to approval of the City Attorney, Union Attorney and City Manager. 4. Ratification of these conditions by the firefighters union. FUNDING: No additional Budget Authority is needed to implement the agreement. RECOMMENDATION: It is recommended that the Commission approve the terms and conditions of the agreement with the Fire Union subject to final approval by the City and Union. IMPLEMENTA TION: Upon approval of the Commission a formal agreement will be developed by the City Attorney for execution by the Union and the Mayor and City Manager. This agreement will be presented to the Commission for approval at the March 10, 1997 meeting. ATTACHMENTS: COMMISSION ACTION: Page 2
