REQUEST: The Parks and Recreation Department requests Commission direct the City
Manager to create aD Ad Hoc Task Force to study the need or community
desire for a public swimming service in the City.
PURPOSE: The purpose of this request is to create a mechanism from which such community
attitude can be measured and from which some form of preliminary direction can
be established.
CONSIDERA TIONS:
· In 1990, a full community survey was conducted for measuring public desire for
a recreation facility services. The desire for improved swimming services
followed playground equipment and baseball fields as the third most desired of
twelve (12) services studied.
. Central Winds development addressed baseball field desires and projects at
Central Winds and Torcaso Park (current project) are aimed at fulfilling the
spoken desires for more playground equipment. (Attachment #1-survey results)
. Master Planning efforts (1996, 1997 BY) now underway for Torcaso, Sam Smith,
Moss, Trotwood and Winding Hollow Parks will include recommendations for
public desires relative to playground equipment and other priority desires
concluded by that study.
. The park sites Master Planning processes now in progress will include our
seeking public thoughts about swimming services and so reported to the task
force herein recommended.

ISSUE ANALYSIS:
. There is a possibility that some public could believe that by merely establishing a
task force to study "desires" for swimming services, that a decision has already
been made that such services will be adopted as a project. A strong public
information campaign should be initiated to advise citizens that this task force
will study first citizen desire, then recommend accordingly.
· The new Winter Springs High School programs may value or desire some form of
swimming service and may care to join the City in studying such possibilities.
RECOMMENDATION:
· That the Commission direct the City Manager to create a citizens advisory task
force to study community attitudes toward public swimming services in Winter
Springs.

sightseeing (6.3%), and people watching (6.2%). Other high ranking activities are
attending festivalslfairs (6.0%), attending sports events (5.6%),
jogging/running/exercising (5.6%), picnicking (4.7%) and visiting nature centers
( 4.2%).

Where do you go most frequently to participate in these activities?
The majority of respondents (21.2%) use their own home for recreational
activities. .other frequently used facilities identified include the beach (7.8%),
Tuscawilla Park (5.3%), Red Bug Park (5.0%), Tuscawilla Golf/Country Club
(4.8%), other area parks (4.3%), Wekiva Springs State Park (3.0%) and other
private facilities/country clubs (3.0%).

How do you travel to these activities?
Automobile? Bicycle?
Walk?
A resounding majority of respondents (87.9%) use their automobiles to travel to
recreation facilities. 7.6% of the respondents walk, while 3.0% travel by bicycle.
If you do not participate in recreational activities, why not?
According to the survey, 5.5% of the respondents do not participate in
recreational activities. Of these, 30.4% do not participate because they are too
busy, 26.1% because they are too old, and 26.1% because they are in poor
health. Also, 13% of the respondents do not participate because they are
disabled or handicapped. '
In order of priority. what types of recreational facilities and programs do you
feel are most needed in the City of Winter Springs?
The following chart reflects the most needed recreational facilities or programs,
ranked in order of preference. This ranking is based on the percentage of
respondents who selected the activities as their first, second or third choice:
1. playground equipment 21.4%
2. baseball 15.0%
3. swimming 14.3%
4. bicycle riding 10.5%
5. tennis 10.2%
6. walking/hiking 6.9%
7. softball 6.6%
8. soccer 6.4%
. 9. basketball 6.1%
