There is a possibility that some public could believe that by merely establishing a task force to study "desires" for swimming services, that a decision has already been made that such services will be adopted as a project. A strong public information campaign should be initiated to advise citizens that this task force will study first citizen desire, then recommend accordingly. · The new Winter Springs High School programs may value or desire some form of swimming service and may care to join the City in studying such possibilities.
