IDEPT.~ Authorization REQUEST: The Parks and Recreation Department requests the City Commission waive the $4,000.00 threshold for repair of tennis courts at Sunshine Park located at 400 North Edgemon Avenue allowing contract for such work with Advantage Courts of Fern Park, FL at a cost of $4,450.00. PURPOSE: The purpose of this request is to proceed immediately recognizing costs would not change appreciably after bids were asked and the bid process would delay the service. CONSIDERATIONS: . Three quotes were solicited. See Attachments #1,2 & 3. . The process quoted by Advantage Courts is most complete and should provide the best results. . The lower quote by Pro-Sports Surface (low by $160.00) proposes a less effective methodology for the resurface. . The Parks and Recreation Department is processing several capital projects and by allowing this purchase variation, the Department can go on to accomplish other projects in a more timely fashion. ISSUE ANALYSIS: . It is forecast that the costs and time involved in the bid process would neither save money or improve the product. . Preoaration Surface shall be thoroughly cleaned of all dirt and loose debris by power blowing, sweeping and pressure washing if needed, Crack Fillina All craCks shall be cleaned of all dirt and vegetation, then treated with herbicide. Cracks shall then be filled with a tennis court crack filler. Court DeDressions Patch all holes and low spots to minimize court irregularities. Resurfacer One coat of resurfacer shall be applied to the entire court areas, to provide a uniform and even surface. All patch work will also be patched with resurfacer. Color Inside playing lines shall be DARK GREEN and outside shall be DARK GREEN. Color Finish Two coats of sand-filled acrylic color shall be applied to the entire court surfaces.
