HomeMy WebLinkAbout1997 01 27 Consent Item B COMMISSION AGENDA ITEM B REGULAR CONSENT X INFORMATIONAL 1/27/97 Meeting MGR. j(l/;//J/I IDEPTt:56 Authorization REQUEST: The Parks and Recreation Department requests the Commission review information pertaining to youth programming; proposed, provided and promoted by Young Olympians / Cheer America and approve authorization for the City Manager to execute a use agreement with Young Olympians / Cheer America to use the Civic Center for programming and fees received for use. PURPOSE: The purpose of this request is to inform the Commission of proposed youth programming available through Young Olympians / Cheer America and to request authorization for the City Manager to execute a use agreement for utilization of the Civic Center, programming and related fees. CONSIDERATIONS: . The Parks and Recreation Department was approached by Young Olympians / Cheer America with a proposal to offer youth self defense and cheerleading instruction for boys and girls five (5) years old and above at the Civic Center two (2) afternoons per week. (See Attachments # 2, #3, & #4) . Young Olympians / Cheer America has offered to return seventeen and a half percent (17.5%) of all class fees collected to the City of Winter Springs for use of the Civic Center. . The Senior Manager was requested to conduct a background review of Young Olympians / Cheer America and also requested to search out any similar type programs which may already be available and offered in Winter Springs, The background review resulted in all Cities responding positively and one City stated that they experienced a minor problem, however, when they/approached / Page 2 Agenda Item-Olympians North January 27, 1997 the Young Olympians organization with the concern-it was corrected. (See Attachment #4) The only known similar program offered in Winter Springs is: PJKS KARATE 1055 State Road 434 Winter Springs, FL 32708 Operates Monday-Friday 5pm-6pm . A revenue projection analysis was calculated based on twenty (20) participants per class and two (2) classes being held per day for two (2) days per week. Revenue projections are: 20 participants @ 4 classes= (Max class 25) Class fee @ $4.00 per student= 80 students per week City 17.5% .$4..QQ $320.00 total week fees @ 17 5% of gross fees $56.00 weekly revenue $56,00 week average @ 38 weeks annually=$2,168.00 TOTAL $2,168.00 total revenue for 114 total hours (3 hr, per week) use= $19.00 per hour ISSUE ANALYSIS: . As noted previously, we could only locate one (1) self defense privately operated program offering in the area-that being PJKS Karate which conducts programming only one (1) hour daily. PJKS could possibly challenge the City executing an agreement with Young Olympians on the basis that they would be in competition with each other, however, we feel that the public need for karate is sufficient to support both operations. . Issue could be made that the City of Winter Springs is not prudent by allowing private enterprise to utilize public facilities to conduct programming rather than renting or building business space themselves. By allowing the Young Olympians to utilize the facility on a percentage fee basis the service becomes more affordable for residents. Page 3 Agenda Item-Young Olympians January 27,1997 FUNDING: N/A RECOMMENDATION: · The Parks and Recreation Department recommends that the Commission grant the City Manager authorization to execute the use agreement between Olympians North and the City of Winter Springs which stipulates that the City of Winter Springs be compensated seventeen and a half percent (17.5%) of all class fees collected, that they provide the City of Winter Springs with a valid insurance certificate listing the City of Winter Springs as co-insured and that the City may terminate the agreement with thirty (30) calendar days written notice. (See Attachment # 1 ) IMPLEMENTATION SCHEDULE: . Upon approval by the Commission the City Manager could execute the agreement with Olympians North immediately and Olympians North could begin program instruction in February, 1997. All ,of our programs are offered to boys and girls ages 5 through 15. Since 1986, Young Olympians has been involved in community service with school districts, YMCA's, Boys and Girls Clubs and Parks and Recreation Departments. During this time, we have provided youngsters with the best opportunity to attend specialized programs such as these which would normally not be affordable to many families. Students benefit in many ways from participation in our programs; improved self-esteem, confidence, coordination and concentration, to name a few. In addition, many parents have commented upon their child's improved academic performance and social: interaction at school. The organizations with which we are associated receive additional recomtion within - - their communities for sponsoring our youth programs. Families become aware of your organization's programs, activities, and services which often results in new members. Our self-defense program includes safety awareness tips, self defense maneuvers, warm ups with stretching, basic blocks, release moves along with hand techniques and kicks to be used against "bullies" and adult attackers.. Emphasis is placed on self-defense, communication and the appropriate use of skills learned and practiced in class. Each successive session provides reinforcement of previously learned techniques and maneuvers, in addition to new and more advanced instruction. We have an annual State-wide tournament held each year during the early part of June. Our cheerleading program provides choreographed dance/porn porn routines with leaps and jumps. Coordination. poise and self confidence are the major benefits to the young girls. Shyness is very often quickly overcome. We participate in parades, competitions and cheer for some junior high and high school games, along with occasional parent performances. We provide these Classes ona weekly basis throughout the year. Students are placed into classes in accordance to their age and abilities. We would need to use your facility for only 2-4 hours, one evening a week, in order to provide these youth programs in the co mrnum ty. These programs are offered to boys and girls ages five through fifteen. They are interested in using our Civic Center to provide this program to the children of Winter Springs. The average class size is twenty five students. Monday would be reserved for two self defense classes at 4:45pm to 6: 15pm, cheerleadingFriday's at 4:45pm to 6: 15pm. Olympians are willing to pay 17.5% so our revenue would depend on the amount of participants and of course, their consistent attendance. The fee will be submitted to the City at the beginning of each month for the previous month. I have called several references and all spoke highly of this program. One gentleman from the Jacksonville Boys and Girls Club remarked that the summer program session experienced a problem with an instructor not showing up, When I questioned the Director, Barry Tactill about this he stated that man y fail-safes have been put into place this year in response to three instances which involved problems with instructors. Olympians have recently opened this program in Longwood, Winter Park and Red Bug Lake Park. This youth after school program will be promoted through our local schools if approved. Attached is the Young Olympians current insurance coverage certificate which expires October 6, 1996. If the program proposal is approved we will receive a copy of the renewal listing the City of Winter Springs as an insured party. Initial class registration fee is $4,00 to sign up and enter the session and then students pay $4.00 per week. I feel this program is affordable and is designed to teach youth self confidence, self discipline and personal fitness, I recommend we give Young Olympians a chance. /Img
