HomeMy WebLinkAbout1996 11 11 Regular Item B COMMISSION AGENDA ITEM B REGULAR X CONSENT INFORMATIONAL November 11. 1996 Meeting MGR '0/\ IDEPT Ji~ t Authorization REQUEST: Public Works Department Requesting Commission Approval of the First Reading of Ordinance No. 636 Amending Chapter 9 of the Code of Ordinances to Provide for Rustic Residential Collector Road Standards in Areas of the City Designated in the Comprehensive Plan with an Underlying Rustic Residential Land Use PURPOSE: The purpose of this Board item is to request Commission Approval of the First Reading of Ordinance No. 636 Amending Chapter 9 of the Code of Ordinances by Amending Sections 9-147(a) and 9-147(b) and 9-296, Providing for Rustic Residential Collector Road Standards in areas of the City with an Underlying Rustic Residential Land Use. CONSIDERATIONS: This ordinance is needed to provide collector road standards for rustic residential areas that maintain the rustic character of the neighborhoods and still provide for the needs of vehicular, pedestrian, equestrian and bicycle traffic. The Traffic Circulation Element of the Comprehensive Plan includes improvements to specific collector roads in the rustic residential area known as the Ranchlands. The right of way widths on these roads are 50 feet, 66 feet or 80 feet. The collector roads which are currently under design for drainage and paving improvements are Moss Road south to Panama Road, Hayes Road south to Bahama Road, and Panama Road from Moss Road to Edgemon Avenue. A workshop was held on August 5, 1996 to review the proposed design with the Commission and residents. The directive from that workshop was to come back November 11, 1996 Regular Agenda Item B Page ..2. with collector road standards that accommodated the rural character and deleted the traditional urban design features for each of the three right of way widths. After several meetings with our consultant, these proposed standards were presented to the public on October 7, 1996. Only eight residents attended (probably due to the inclement weather) and all were generally in favor of these minimum standards. The proposed standards were presented to Planning and Zoning on November 6, 1996. All three proposed cross sections have at least one 8 foot recreation trail with the 66 foot and 80 foot right of ways having two 8 foot trails. The right of way widths for the roads currently under design are Moss Road - 80', Hayes Road 66', and Panama Road 50'. ISSUE ANALYSIS: The Traffic Circulation Element of the Comprehensive Plan identifies improvements to the collector road system to maintain traffic circulation throughout the City. Includedin the roadway network are collector roads in the Ranchlands, a rustic residential area. The current collector road construction standards in the code of ordinances are an urban design with sidewalks and curb and gutter drainage systems. They also do not address the existing deviations in right of way width. The proposed standards will allow the rural characteristics to be maintained, accommodate a swale drainage design, and provide a recreational trail on at least one side of the road. RECOMMENDATION: It is recommended that the Commission approve the First Reading of Ordinance No. amending Chapter 9 of the Code of Ordinances by amending Sections 9-147(a) and 9-147(b) and 9- 296, providing for Rustic Residential Collector Road Standards for Areas designated in the Comprehensive Plan to have an underlying Rustic Residential Land Use. IMPLEMENTATION SCHEDULE: Upon approval of the proposed standards, minor modifications to the design of Hayes Road, Moss Road, and Panama Road will be required. We anticipate design completion and advertisement for bid to occur approximately January 5, 1997. Construction is anticipated to begin April 1, 1997. ATIACHMENTS: 1. Ordinance No. 636 2. WHEREAS, there exists a demand for construction of collector roads through the single family residential area further identified as Rustic Residential Land Use; and, WHEREAS, it is in the public interest to protect the Rustic Residential life style and environment; and, WHEREAS, the Code of Ordinances of the City of Winter Springs does not provide regulations which reflect collector road standards traversing Rustic Residential Land Uses; NOW, THEREFORE, THE CITY COMMISSION OF THE CITY OF WINTER SPRINGS, FLORIDA, HEREBY ORDAINS: SECTION I - That Chapter 9 of the Code of Ordinances, City of Winter Springs, Florida, Sections 9-147(a) and 9-147(b) are deleted in its entirety and replaced by new Sections 9-147(a) and 9-147(b) as listed below, and that Section 9-296 be amended by adding the Typical Cross Section of Rustic Reside~tial Collector Roads with Recreational Trail for a 50' right-of-way, a 66' right-of-way and an 80' right-of-way to the existing examples of typical street sections: Section 9-147. i\tIinimum right of way and paving widths. (b) In determining the width of a street with curbs, the width shall be measured from the outside to the outside of the curbs, including ribbon curbs and Miami-type valley gutters. Section 9-296. There is to be no added verbiage to this section, only amending the section by the addition of the typical cross sections (attached) for the 50' right-of-way, the 66' right-of-way, and the 80' right-of-way Rustic Residential Collector Roads with Recreational Trail. SECTION II - If any section or portion of a section of this ordinance proves to be invalid, unlawful or unconstitutional, it shall not be held to invalidate or impair the validity, force or effect of any other section or portion of a section of this ordinance. SECTION III - That all ordinances or parts of ordinances in conflict herewith are hereby repealed. SECTION IV - This ordinance shall take effect immediately upon its passage.
