October 14, 1996 Meeting MGRJ(\0t\ IDEPT jLt-- Authorization REQUEST: Public Works/Stormwater Division Requesting Authorization to Waive the Bidding Procedures for Emergency Repairs to the Stormwater Pipes on Meadowbrook Drive. PURPOSE: The purpose of this Board item is to request that the City Commission declare the necessary stormwater piping repairs on Meadowbrook Drive an emergency, waive the bidding procedures and authorize the repairs be performed at a cost of $8,613.00 plus 10% contingency. CONSIDERATIONS: This authorization is needed to perform the necessary repairs to the stormwater piping system on Meadowbrook Drive that ensure the stormwater system adequately functions and the road can be repaired. On September 17, 1996, the water main at the comer of Meadowbrook Drive and Elmwood Drive broke due to the settling of a stormwater conflict manhole. Residents were without water for six hours during the repair and the majority of the intersection was damaged. The problems at this intersection in Wildwood have been ongoing for many years. There appears to be a spring in the immediate area which causes undermining of the pipes and structures and subsequently the pavement. To fix the problem correctly requires the reconstruction of the stormwater pipes, the replacement of the conflict manholes and the installation of under drains. These requirements exceed the capabilities of the Public Works Department equipment and staffing. October 14, 1996 Consent Agenda Item C Page ..2 A scope of work incorporating the aforementioned items was developed and fOlwarded to three contractors who have done or are doing construction work for the City. The quotes are $8,613.00 Sunshine Building and Development Corp., $16,300 from Prime Construction Group, Inc. and $10,100 from Blue Ox Construction. Sunshine Building and Development Corp. is currently installing the reclaimed water residential distribution system in Highland Village on MacGregor Road. They have been low bidder on five utility projects over the last eight years. ISSUE ANALYSIS: Section 2-152 of the City Code of Ordinances requires written bids with official publication fifteen days prior to opening. The City Commission may waive the requirement for receiving written bids if it is determined an emergency exists that warrants said waiver. FUNDING: The $8,613 cost can be paid from the Stormwater Utility Fund capital improvements line code, 4412-56310. Funds will be expended by November 15, 1996. RECOMMENDATION: It is recommended that the City Commission declare the necessary stormwater piping repairs on Meadowbrook Drive an emergency, waive the bidding procedures and authorize the repairs be performed at a cost of$8,613.00 plus 10% contingency. IMPLEMENTATION SCHEDULE: The repairs should be completed within two weeks of authorization. Scope of Work Meadowbrook Dr. and Elmwood Stormwater Repair Please provide an estimate for this project which will include the following work: 1. Well pointing for the area as necessary for successful completion of the work. 2. Demolition and removal of existing conflict manhole A. 3. Demolition and replacement of existing conflict manhole B. 4. Compaction and soil stabilization of areas below manhole B and C as well as below the Storm Sewer line. 5. Raise Inlet C. 6. Lift and reset Storm Sewer pipes as necessary to ensure proper seal around the bells. 7. Resetting of the Storm Sewer lines will include the use ofRamNeck and filter fabric as necessary to ensure an adequate seal of any joints. 8. Install approximately 75' of under drain. 9. Replace existing non-functioning 15' storm drain running N/S under Meadowbrook Dr. with 8" underdrain. 10. Order and provide equivalent replacement structure for manhole B. 11. Tie in 6" underdrains to replacement structure at 2" above invert of Storm Sewer. 12. Survey existing elevations of sewer line, storm sewer line, manhole B and manhole C as necessary to determine the proper elevation that manhole B and manhole C, as well as the existing sewer line should be set for sufficient restoration of these systems. The City will provide all quantities of materials necessary for the completion of this work as specified by the Contractor. Restoration of the pavement will be performed by the City of Winter Springs The City of Winter Springs is interested in beginning this work as soon as possible. Flamingo Ave. Winter Springs, FI 32708 Dear Chris: In response to the work we looked at together at Meadow Brook, we propose to do the following for the lump sum price of $ 8,613.00. 1- Lay Underdrain across road and tie into inlet. 2- Remove inlet, place eight (8") inches of rock and reset the inlet. 3- In~tall a new structure (4' x 5") and remove and replace two joints 29' x 45" of RCP. 4- Install 10 feet of underdrain stub-outs on both sides of manhole. 5- Furnish, Install and remove wellpointing system for this job. 6- Remove 1 manhole, remove 1 inlet and remove 30 feet of 15" RCP. Waiting period for annexation or rezoning of property. No parcel of property shall be considered for annexation into the city, nor shall any parcel of property within the city be considered for rezoning, for a six-month period of time following the denial of a petition for annexation or rezoning; provided, however, that the six-month waiting period may be waived by the city commission. The city commission may waive the requirement for receiving written bids if it deter- mines an emergency exists that warrants said waiver. (a) Each item of property which it is practi- cable to identify by markings shall be marked in a manner in accordance with standard auditing procedures. (b) The city manager shall be responsible for maintaining on behalf of the city an adequate record of property. Such records shall contain in- formation in accordance with standard auditing procedures. (c) A complete physical inventory of all prop- erty shall be taken annually and the date inven- toried shall be entered on the property record. The city manager shall take an inventory of property in the custody of a custodian whenever there is a change in such custodian.
