Authorization REQUEST: Land Management Division requesting Commission approval for the acceptance of the water, sewer and reclaimed water systems for public ownership and maintenance, Arrowhead Unit 1. PURPOSE: The purpose of this Board item is to accept the water, sewer and reclaimed water systems for public ownership and maintenance. These improvements are located in Unit 1 of Arrowhead Subdivision (that property located on the edge of the Tuscawilla golf course along Winter Springs Boulevard and Northern Way). APPLICABLE CODE: Code Section 9-76(b) Maintenance Bond. When requesting to record a plat, for which the improvements have been installed, inspected and approved by the City Engineer, and when the City is being asked to accept such improvements, the subdivider will provide a maintenance bond payable to the City guaranteeing the performance of required and installed improvements for two (2) years after the date of completion and acceptance by the City, executed and enforceable in the same manner as the corporate or surety completion bond. The bonds will be ten (10) percent of the estimated construction cost of all improvements to be owned and maintained by the City. As an alternative to the provision of a corporate or surety bond, the subdivider may provide the deposit of equivalent cash in an escrow account with the City, or a letter of credit drawn on an approved institution, drawn in a form approved by the City Attorney. October 14, 1996 CONSENT AGENDA ITEM A Page 2 FINDINGS: 1) Arrowhead Unit 1 was approved for recording by the City Commission at their meeting of December 12,1995, and actually recorded on March 13,1996. 2) Unit 1 has been inspected by the City Engineer, Fire Department, Police Department and the Utility Department. All departments found the work to be acceptable. The City Engineer did insert one caveat, that the Building Department ensures that all stormwater depressions are installed prior to pouring a house floor slab, and that these depressions are sodded prior to issuance of Certificates of Occupancy. This caveat has been sent to the Building Official and will again be sent once I send the authorization to issue Certificates of Occupancy for this subdivision. 3) The City Engineer has determined that the construction cost for Unit 1 to be $113,415.61 (10% of this cost being $11,341.56). 4) There is presently deposited with the City, a Performance Escrow Account in the amount of$54,099.10 for Unit 1. $11,341.56 of this amount will be withheld for the two (2) year bonding requirement. The remainder will be remitted to Mr. Mikes. RECOMMENDATION: The recommendation is that the City Commission approve the acceptance of the water, sewers and reclaimed water systems located in Arrowhead Unit 1 for public ownership and maintenance.
