IDEPT j./J--- , Authorization REQUEST: Public 'Vorks Department Reviewing the Preliminary Engineering Design with thf: City Commission and the Effected Ranchlands Residents Prior to Finalizinlg the Design of the Paving and Drainage Improvements to Moss Road, Hayes Road, and Panama Road. PURPOSE: The purpose of this Workshop item is to to solicit citizen and City Commission input pdor to finalizing the design of the paving and drainage improvements of Moss, Hayes and Panama Roads in the Ranchlands. CONSIDERATIONS:: In November, 1995, the City Commission authorized the use of Transportation Impact Fees for paving and drainage improvements to collector roads in the Ranchlands. The FY 1995/1996 Transportation Impact Fee budget proposed that the paving and drainage improvements be performed on Moss Road from the current end ofpavement south to Panama Road, Panama Road from Moss Road to Edgemon Avenue, and Hayes Road from Sailiish to Bahama Road. Monies have been reallocated in the FY 1996/1997 budget for the construction of this project. Conklin, Porter & Holmes was retained for the design and permitting of the proposed improvements. At this time, preliminary engineering design is complete and the purpose of this workshop is to review the proposed design with the City Commission and residents. August 5, 1996 Workshop Agenda Item Pagel ISSUE ANALYSIS: Hayes Road . Hayes Road has a right of way width of 66'. The proposed swale drainage system will allow only enough room for one sidewa1k/bikepath/horse trail. A Valiance to the code will be required to provide only one sidewalk instead of two. . A portion of Hayes Road from approximately Stoner Road to No Name Creek will have curb and gutter to control the stormwater runoffin this relatively steep section. . A shell path for biking, horseback riding could be provided in lieu of the sidewalk. Moss Road . Moss Road has a right of way width of80', The proposed swale drainage system will allow enough room for two sidewalks/bikepaths/horse trails if desired, No variances would be required. . A shell path for biking, horseback riding, etc. could be provided in lieu of the sidewalks. Panama Road . Panama Road has a right of way width of SO', The proposed swale drainage system will allow only enough room for one sidewa1k/bikepath/horse trail. Variances to the code will be required to provide only one sidewalk instead of two and also for a 50' right of way instead of the re:quired 60' for a collector road. . A shell path for biking, horseback riding could be provided in lieu of the sidewalk. ALTRERNA TIVES: 1. Seek varianc:es to the code to implement the proposed improvements. 2. Develop a t)pical cross section of a ''Rural Collector Road" consistent with the proposed improvements and incorporate it into the Code of Ordinances. August 5, 1996 Workshop Agenda Item Pagel FUNDING: Funds for this project will come from the Transportation Impact Fee Fund. $350,000 has been reappropriated into the proposed FY 1996/1997 Transportation Impact Fee budget to cover the estimated costs. RECOMMENDATIONS: Direct staff to continue with the proposed improvements shown in the typical sections and seek the necessmry variances to complete the project. ATTACHMENTS: 1.
