IDEPTDJ Authorization REQUEST: The Parks and Recreation Department is requesting the Commission approve staff preparing a grant application, with the assistance of Berryman and Henigar, for future land acquisition relative to the expansion of Central Winds Park. PURPOSE: The purpose of this Board item is to seek commission approval to submit a Florida Communities Trust-Preservation 2000 Grant/Department of Community Affairs application. CONSIDERATIONS: * The City of Winter Springs has become aware that two (2) contiguous property parcels are available for purchase that are located north of Orange Avenue. Information regarding these properties is as follows: (A) One parcel is located at 1112 Orange Avenue and is owned by Ms. Jamie Lehr. Initial information from the Realtor states that the parcel contains 4.5 total acres with one (1) acre being a "water acre". "Asking" price is $199,000.00 ($44,220.00 per acre). The Realtor agent stated that an appraisal has not been made on the property since improvements were made and he knew the present asking price was high. (B) The second parcel is located contiguous and east of the parcel listed in (A) above and the owner, Mr. William Lee Sanders lives out of state. The City's Land Management Specialist reports that on May 17, 1995 the parcel was appraised at $95,260.00 and contains 4.33 acres ($22,000.00 per acre) Page 2 Agenda Item July 22, 1996 (C) Total acreage for the two parcels is approximately 8.83+-. (D) If purchased, the City would only commit to appraisal value. * City staff recently became cognizant that the Florida Communities TrustlPreservation 2000 will be offering grant opportunities to communities for the purpose of land acquisition for natural resource conservation, outdoor recreation and urban greenspaces. Preservation 2000 Grants to be awarded by the Trust are funded in the amount of$21.5 million. See attachments 1, lA, lB. Counties with a population of 50,000+ and cities with populations of 10,000+ must provide some level of match funding, however, no designation or match requirement is stated, although some match limit is required for the purpose of demonstrating a local commitment to the project. The grants are reviewed and awarded on total rankings per cumulative points awarded. Matching funding criteria relative to points awarded are as listed below: 50% match...........................1 0 points 55% match............................15 points 60% match............................20 points * Due to the grant application deadline of 5:00pm August 8,1996 a "Team Effort" approach was elected by support staff by joining hands with the consultant group of Berryman & Henigar to prepare the grant application. Mr. Fred Goodrow, Planning Division Director of Berryman & Henigar has past experience with Preservation 2000 Grant Applications with 100% success in those he has submitted being awarded. Page 3 Agenda Item July 22, 1996 ISSUE ANALYSIS: FUNDING: * The Parks and Recreation Department staff has recently concluded that the existing 69 acre parceVCentral Winds Park does not contain sufficient existing acreage to carry out the balance of construction of the master plan amenities without compromising the designed function of some areas of the park. Future plans or needs include pool, tennis facilities, basketball facilities, community center, administrative/staff offices, amphitheatre/stage, boardwalks and drastically needed expanded parking. The basic issue which needs to be aired and concluded is does the City of Winter Springs want to commit to the expansion of the park in order to assure that passive amenities and active amenities function separately? * If the answer to the latter is yes then the question before us is-do we take this opportunity to persue the Preservation 2000 grant to hopefully provide funding for acquiring the two (2) ''North-Orange A venue" parcels? We feel that the successful acquisition of the two parcels would eventually serve to provide the development opportunity to possibly renovate and convert an existing house to administrative offices and the passive areas as picnic areas and/or interpretive trails and boardwalks. * Some matching funds must be provided, however, the grant does not stipulate the amount required. Essentially any amount from something less than 1 % to 100%. We will receive no awarded points for electing to match less than 50% match. Weare recommending a 10% match in order to meet the minimum realistic requirements. Purchase price is estimated to be between $275-$300K. 10% match would compute at $27,500.00 to $30,000.00. The match funding would be allocated from the General Fund Reserve. * Consultant/Berryman & Henigar has submitted a proposal to assist the City in the amount of$3,115.00 to complete the grant application and and Page 4 Agenda Item July 22, 1996 submission by 5:00pm on August 8, 1996. The funding to satisfy the consultants fee is recommended to be reallocated from the Parks and Recreation 1995-1996 Capital Improvement Line Code 7200-56310 (this is possible due to the previously funded exercise equipment at Trotwood Park being donated). RECOMMENDA TION: * The Parks and Recreation Department recommends that the Commission consider for approval and subsequent authorization by the City Manager: (A) The application and submission of a Florida Communities Trust- Preservation 2000 for the purpose of acquiring the two properties located at 1112-,! Orange Avenue with the stipulation that the City of Winter Springs will provide a 10% project match not to exceed $30,000.00 which would be funded from the General Fund Reserves. *parcel(s) have not been assigned an address. (B) Approval to fund the upset maximum consultant cost at $3,115.00 from the Parks and Recreation Department's 1995-1996 Capital Outlays Line Code 7200-56310. Murley, Secretary Florida Communities Trust Opens'Grant Cycle Over $21 Million AvailabJ,e to Local Governments New Cycle Opens The Florida Communities Trust announces a new application cycle opening May 24 and closing August 8, 1996, to receive applications from local governments for grant funds from the Trust's Preservation 2000 Program. The funds may be used to acquire land for natural resource conservation, outdoor recreation, and urban greenspace. Enclosed in the newsletter is a copy of the notice that appears in the FLorida Administrative Weekly. Funds available for awards will derive from the Series 1997 A Preservation 2000 bonds, which are expected to be sold in April 1997 . The limitation of awards to an applicant selected for funding by the Trust cannot exceed 10 percent ($2,150,000) of the amount of funds available, except awards to partnership applicants, which cannot exceed 20 percent ($4,300,000) of the total funds available. The Trust's program allows 100% grant funding to qualifying small local governments, which are counties with populations under 50,000 and municipalities with populations under 10,000. All other applicants are required to provide some level of match toward project costs. The deadline for submitting applications is 5:00 p.m. on August 8, 1996. The application form, the applicable rule and other information about the program maybe obtairied by filling out the request fonn inserted in the newsletter. Information about pre- application workshops is included on page 2 of the newsletter. Summary--Past Grants During its brief history the Trust has 'partnered with one hundred and twenty-three (123) different local governments to assist in implementing the local government comprehensive' plan through the acquisition of land that would fuither objectives and policies of the Recreation, and Open Space' Element, Conservation Element, and Coastal Management Element of the comprehensive plan. One hundred and ninety-four (194) grants have been awarded to acquirenearly 43,000 acres. Trust grants awarded to local governments exceed $184 million; when combined with local matches, the total estimated project value exceeds $350 million. Preservation 2000 funding reauthorized During the 1996 session, the Florida Legislature reauthorized Preservation 2000 funding to the Florida Communities Trust through the year 2000. Governor Lawton Chiles is ,expected to sign the bill into law in the near future. Unless changed by future action of the Legislature, the Trust will continue to,receive 10% of the annual proceeds from the sale of Preservation 2000 bonds, or $30 million annually. Of the amount, $ 3 million will go directly to the 'Green Swamp Land Authority, and $3 million will go to the Monroe County Land Authority to carry out specific activities. Mid November Staff evaluation reports and preliminary application scores mailed to applicants. 24 hours before the Governing Body meeting Deadline for receiving "new information" from applicants. See Rule 9K-4.007(5) F.A.C. for the defmition of "new information." Early December The Trust's Governing Body meets to score, rank and select applications for funding. " .:' ATTACHMENT IB ,J . NOTICE OF APPLICATION PERIOD The FLORIDA COMMUNITIES TRUST announces an application period for receiving applications from local governments requesting funding awards from the Trust'1) PRESERVATION 2000 PROGRAM. DEADLINE: The deadline for submitting applications shall be 5:00 p.m. on August 8, 1996. Applications must be received by the Florida Communities Trust by the above stated deadline. No waiver of the deadline shall be allowed, except as set forth in Rule 9K-4.007(2), F.A.C. Applications that do not meet the stated deadline shall not be eligible for evaluation and scoring. APPLICA TION FORMS: Applications for funding must be made on Application Form FCT/P2000-3, following procedures in Rule Chapter 9K-4, F.A.C. Copies of the rule chapter and application form may be obtained by calling the Trust at 904/922-2207 (SunCom 292-2207) Of writing the Executive Director, Florida Communities Trust, 2740 Centerview Drive, Tallahassee, FL 32399-21 DO. until June 7, 1996. ADDRESS: The address for the Trust will change June 7 because the offices will be moved. For mail and carrier service deliveries after June 7, the delivery address is Florida Communities Trust, 2555 Shumard Oak Blvd., Tallahassee, FL 32399-2100. FUNDS A V AILABLE: Funds available for awards will derive from the Series 1997 A bonds, which will be sold approximately April 1997; and any remainder funds from earlier Preservation 2000 projects that closed under budget. As of the date of submittal of this Notice, the Trust expects that approximately $21,500,000 of bond proceeds and accrued interest that will be used in the seventh funding cycle of the Preservation 2000 Program. The amount of 1997 A bond series allocation is not known at this time, since the bonds are not sold. LOCAL MATCH: At least one half of the Preservation 2000 funds available and stated above shall be matched by applicants on a dollar-for-dollar basis. Rule 9K-4.0031 (6)(c), F.A.C, allows 100% grant funding to counties with populations under 50,000 and municipalities with populations under 10,000 F.A.C. All other applicants shall provide some level of match toward project costs. LIMITS ON AWARDS: Under the provisions of Rule 9K-4.0031 (7), F.A.C., the limitation of awards to an applicant selected for funding by the Trust shall not exceed ten percent (10%) of the amount of funds available and stated above, except awards to partnership applicants, pursuant to Rule 9K-4.0031 (8), F.A.C., shall not exceed twenty percent (20%) of the total funds available and stated above. WORKSHOPS: Pre-application technical assistance workshops will be conducted. A schedule of the workshops may be requested from the Trust,at the phone number or mailing address given above. WHEREAS, JAMES GREENE has performed an outstanding service to the public by representing the City of Winter Springs on the Board of Adjustments since 1986, and WHEREAS, the work and effort ofJAl\.1ES GREENE has greatly benefited his neighbors and the residents of Winter Springs, and WHEREAS, the Mayor and City Commission of the City of Winter Springs, Florida, wish to express their appreciation and acknowledgement on behalf of the citizens of Winter Springs and to commend JAMES GREENE for Ills conscientious and faithful service.
