REQUEST: Public Works DepartmentlStormwater Division Recommending Installation
of Roadway Underdrains in Response to Flooding Complaints on Bonita
Road.
PURPOSE: The pwpose of this Board item is to recommend the installation ofroadway
underdrains to help alleviate flooding problems on Bonita Road by piggybacking
off of the Orange County underdrain installation contract at an estimated cost of
$25,000.
CONSIDERATIONS:
This project is intended to reduce the amount of stormwater runoff accumulating
in the roadside swa1e on the north side ofBomta Road. This should offer some relieffor
the residents on the north side of Bonita Road, who have had a lot offlooding problems,
but it will not completely solve the standing water problem at the rear of 608 Bonita Road.
The scope of work for this project consists of the installation of a perforated 8-
inch corrugated plastic pipe, several feet below the existing swa1e on the north side of
Bonita Road. The pipe will then be connected to a positive outfall at the storm inlet at the
east end of Bonita Road.
The City has had a lot offlooding complaints from 604,606,608, and 610 Bonita
Road, with 608 being the worst case. The house at #608 was built in the early 1970's on a
lot that is slightly below the edge of the road and is in a low pocket relative to the adjacent

lots. There is also a natural pond on Marlin Road, behind 608 Bonita Road, that sits at a
higher elevation. The finished floor of the house at 608 Bonita Road is below the road
surface and above the bottom of the roadside swale. The lot itself is below the roadside
swale.
During the period after #608 was built, the area was relatively dry. The increased
rainfall during the past few years has raised the groundwater to its highest level since this
area was developed. This along with groundwater seepage from the pond on Marlin Road
and some contribution from Bonita Road itself: creates standing water at #608.
ISSUE ANALYSIS
1. The House at 608 Bonita Road has Flooded and The Lot is Too Low for
Proper Drainage. Due to several complaints from the resident in the summer of 1995, the
City investigated the elevations in and around 608 Bonita Road. The City Engineer
generated a report on this matter, dated September 7, 1995 that indicated the elevation of
the lot at #608 was too low to drain properly in any direction. The report also
recommended that the house be raised 18 inches and:fill be placed on the lot for positive
drainage. The report was forwarded to the resident upon completion by the Land
Management Specialist.
2. Bonita Road Contributes Some to Lot Flooding of Low Lots. The City
Engineer's Report revealed that some runoff from the north side roadside swale flowed
onto some of the low sitting lots, mainly #608. The City Engineer's Report stated that
installing a roadway underdrain on the north side of Bonita Road would help reduce some
of the lot flooding but it would not completely solve the problem A portion of the
underdrain installation is proposed in the Fiscal Year 1996-1997 budget which could be
accelerated into the current fiscal year.

ALTERNATIVES:
1. To not install an lUlderdrain on Bonita Road, recognizing that the flooding is a
combination of factors with Bonita Road being only one. This will do nothing to help the
residents.
2. To authorize the installation ofrmderdrain on Bonita Road this fiscal year and
recognize that the residents will also have to take remedial action if they want to
completely solve their lot flooding problem
FUNDING:
Sufficient funds are available in the current fiscal year capital improvement line
code of the Stormwater Utility Frmd (4412- 5 631 0) to cover the estimated cost for this
project which is approximately $25,000. The funds for this project will be expended
within 90 days of approval.
RECOMMENDATION:
We recommend that authorization be given to proceed with Alternative #2 by
piggybacking off of the Orange Cormty rmderdrain installation bid at a cost of$25,000
plus a 10% contingency to be paid from the Stormwater Utility Frmd Capital Improvement
line code (4412-56310). This solution will not solve the problem, but it will provide a
corrective action to the physical limits to which public funds can be expended.

IMPLEMENTATION SCHEDULE:
This work will be completed within 90 days of approval. Funds will be expended
by October 15, 1996. Occasional disruption to residents of Bonita Road will occur as
driveways are crossed. If dewatering is required, pump noise may also be a nuisance.

SUBJECT: 608 Bonita Road, Maltz Residence - Lot Drainage Problem.
An investigation of the standing water problem at this site
was performed by the Engin'eering Division by: (1) Taking
elevation readings, on August 10; 1995, of selected locations along
Bonita Road, in front of the subject site 'and in the front yard
(see attached profile drawing). (2) Analyzing elevation data from
the st. John IS R{ver' Wa'ter Management Dist'rict (SjRWMD)'
Photogrammetric Map for that area (elevation contours superimposed
onto an aerial photograph) (see attached photocopy). (3) Studying
a copy of the recorded plat for the subject sit~ (see attached
photocopy). (4) Making site visits and photographing the area and
the pond on Marlin Road for review.
Analysis Of The Dat"a
It is my understanding that this house was buil t in the
1970's. It is apparent from the above mentioned data that the lot
at 608 Bonita Road sits in a natural low pocket and the finished
floor is approximately 8 inches above grade, a few inches below the
edge of pavement of the road (based on e1 evation readings from
August 10, 1995).
A certain amount of groundwater surcharge is created by the
proximity of the natural pond, to the north of the subject site, on
Marl in Road. The pond is higher in el evation than the subject
site, This inhibits natural percolation to a certain degree.
Natural topography, in the vicinity of the subject site,
causes a certain amount of runoff to flow to the 608 Bonita road
address and cause a standing water condition at certain times.
The Bonita Road roadside swale, at this location is slightly
below the house finished floor, but the front and back yard sit
lower than the swale. As previously mentioned, the subject lot is
a natural low pocket and the edge-of-pavement of Bonita Road is
above the lot. The swale has a gentle slope to the east (see
attached profile drawing).

Conclusions
The standing water problem, at 608 Bonita Road, was not
created by the City nor by any activity of the City. To properly
correct the probl ern', the property owner needs to raise the house
approximatel y 18 inches and a proper bui I ding pad constructed
beneath it. This would allow runoff to flow around the house and
to the swale along Bonita Road and should alleviate the standing
water problem at the subject site.
The City 'can place Bonita Road on it's schedule of roads to be
retrofitted with underdrains. We already have a list of roads to
underdrain and are only able to place 2,500 feet of underdrain eadh
year, limited to a budget amount of $50,000 per year. Presently,
roadway underdrain placement cost is at $20.00 per linear foot. It
would most likely be 3 or 4 years before this section of road could
recei ve an underdrain. We have some roads that are in much' mor'e
urgent need of attention, where many residents would be effected as
compared with only several residents in this situation.
The installation of a roadway underdrain, o~.this section of
Bonita Road, would probably not completely solve the problem that
exists at 608 Bonita Road, a private parcel. of land. Although, it
would correct any drainage problems along the Bonita Road right-of-
way, the city is limited to performing corrective actions in the
public right-of-way.
The standing water problem of late, may not have existed in
earlier times due to a drier set of conditions. Due to the natural
topography of the subject area, the wetter conditions we have
experienced in the past few years would inevitably have caused the
standing water problem being experienced lately.
