HomeMy WebLinkAbout1996 07 08 Consent Item A " '1 COMMISSION AGENDA ITEM A REGULAR CONSENT X INFORMATIONAL July 08. 1996 Meeting REQUEST: Community Development Division requesting the City Commission to approve hiring Berryman & Henigar to prepare Concept Plan for State Road 434 improvements from near U. S. 17-92 to State Road 419 to present to the Orlando Urban Area Metropolitan Planning Organization (MPO) for inclusion in Florida Department of Transportation's Five Year Work Program. PURPOSE: The purpose of this Board Item is to give the City a viable project in the state 5- Year program that can become a major component of the revitalization plan called for in the State Road 434 Corridor Vision Plan. The improvements involve green median design and spacing, intersection improvements and curb-side landscape improvements. CONSIDERATIONS: ... The adopted 434 Visioning Concept Plan provides for revitalization~ofthe 434 Corridor from State Road 419 to the City limits near U.S. 17-92. This project could become a major component of this plan. To get this project into FDOT's five year plan, the City will need to submit a Concept Plan for the improvements to the Orlando Urban Area Metropolitan Planning' Organization for its recommendation to the Florida Department of Transportation 5- Year Work Program. * Berryman & Henigar, the City's planning consultants, has prepared such roadway improvement plans in the past for various jurisdictions. * Berryman & Henigar has the professional graphics capabilities and expertise that will be needed to develop a Concept Plan that will require serious consideration by the MPO. ~ July 08, 1996 AGENDA ITEM NUMBER Page 2 * The Concept Plan would involve green median design and spacing, intersection improvements, and streetscape elements for the area between the edge of pavement and outside right-of-way. FUNDING: The amount of$3,500 will be paid from the City's Transportation Improvement Fund (Consulting Engineering Line Code # 1 040- 5 3 180). Funds will be transferred to cover this expense. The actual work will be done by the State with State monies. No monies from the City. RECOMMENDATION: Recommend the City Commission authorize the City Manager to enter into a contract with Berryman & Henigar, Inc. in the amount of $3,500 to: 1. Prepare a Concept Plan for improvements to State Road 434 from near U.S. 17-92 to State Road 419 work under FDOT 5- Year Program. 2. Make presentation of such Concept Plan to the City Commission; and 3. Make presentation to the Orlando Urban Area MPO to secure the MPO's recommendation to include the Concept Plan of improvements to State Road 434 in the Th Year ofFDOT's 5-Year Work Program for Fiscal Years 1997/98 through 2001/02. IMPLEMENTATION SCHEDULE: If approved, the earliest improvement work on State Road 434 from near U.S. 17-92 to State Road 419 could begin is in Fiscal Year 2001/02. 1. July 26, 1996 Review and recommendation by the Transportation Technical Committee of Orlando Urban Area MPO to the full MPO of the Concept Plan for improvements to State Road 434. 3. Aug.14, 1996 Make presentation to the Orlando Urban Area MOP to secure the MPO's recommendation to include the Concept Plan of improvements to State Road 434 in the Th Year ofFDOT's 5- Year Work Program for Fiscal Years 1997/98 through 2001/02. 4. Sept. 13, 1996 MOP submits its recommended projects to the FDOT District 5 Planning Manager (Lennon Moore). ATTACHMENTS: 1. C-~: e ~~ ~ The Honorable Bill Donegan, Chairman Orlando Urban Area Metropolitan Planning Organization 1011 Wymore Road, Suite 105 Winter Park, Florida 32789 Dear Chairman Donegan: Subject: Development of the Florida Department of Transportation (FOOD Five Year Work Program For Fiscal Years 1997/98 Through 2001/02 The Florida Department of Transportation (FDOT), District Five, is requesting recommended project priorities to be included in the Five Year Work Program for Fiscal Years (fY) 1997/98 through 2001/02. Proposed priorities should be for FY 2001/02, the fiscal year which will be added to the Work Program during the upcoming development cycle. . Metropolitan Planning Organization (MPO) and appropriate County Commission project priorities should be submitted to the District Plann'ing Manager by September 13, 1996. The MPOs, pursuant to the Federal , Intermodal Surface Transportation Efficiency Act, are responsible for.establishing priorities for transportation, improvements in urbanized areas. The Board of County Commissioners, pursuant to Chapter 339, Florida Statutes, serves as the MPO in counties not located within an MPO boundary. Therefore, local governments -,. wishing tosubmit,projects for consideration shouldcoordinate.with tb,eir, MPO if they are loca~ed in an ,_.. urbanized 'area; or with their BOard 6fC6Linty CbmriiissiOrl'ets'ihhey are locatecroutside'of an urbanized . area. FDOT will develop the work program based on the submitted priorities, the Florida Transportation Plan's goals and objectives, and funding and production constraints. The Tentative Work Program will be presented at district public hearings in late November and-early December 1996, then at a statewide public, hearing in March 1997. You will be notified of specific meeting dates, times and locations once they are established. As you develop your list of proposed priorities we strongly encourage you to include the public by hosting workshops and public hearings. Public input at the development stage is critical if the work program is to respond to the needs of the traveling public. R. 434 Beautification Improvements Dear Mr. McLemore: We are pleased to submit this proposal to assist the City with the preparation oia concept plan for the beautification improvements for the S. R. 434 COITidor. The proposed Scope of Services is outlined below: Task 1. Concept Plan: Prepare a conceptual landscape and hardscape plan for the S. R 434 corridor. The concept plan will consist of typical designs for medians, intersection improvements and streetscape elements for the area between the edge of pavement and outside right-of-way. Task 2. Order of Magnitude Cost Estimates: Prepare order of magnitude cost estimates based on the concept plan referenced in Task 1. Task 3. The budget cannot be exceeded without prior written pennission from the City. The proposed fee does not include reimbursable cOsts such as fax, long distance phone calls, prints, mylars, photocopies, or purchase of aerial photographs or other data. These costs wiII be invoiced as an additional expense and will not exceed $200.00. Work will be invoiced on a monthly basis for work completed.
