REQUEST: Land Management Division presents, for informational purposes, the plan for a
partial wall and new entry sign at Golf Terrace Apartments.
PURPOSE: The purpose of this Board Item is to inform the Commission of the replacement of
an existing entry sign and the addition of a partial wall along State Road 434,
namely at the Golf Terrace Apartments located westward of the Winter Springs
Golf Course and on the north side of State Road 434.
CONSIDERA TIONS:
This item is being presented to the Commission for informational purposes. The
Commission has previously requested that all development along State Road 434
be presented to them for informational purposes.
This plan is to replace the existing entry sign and to build a partial wall at the entry
to Golf Terrace Apartments. These same plans call for the remodeling of the
existing clubhouse and gating the community. The latter two (2) items are
authorized without approval with the exception that the gate meet the
requirements outlined in the Fire Department memorandum dated May 3, 1996.

Site Plan Review Board met to take action on the plans
The Site Plan Review Board, at the meeting of May 8, 1996, voted to approve the
request as submitted. The following caveats are attached to the approval:

1) the work to be done will have to adhere the proposed SR 434 standards if
the standards are approved prior to work commencing; and,
2) although the proposed gate does not need the board approval, it must meet
the specifications outlines in the Fire Department memorandum dated
May 3, 1996.
RECOMMENDATION:
Information only, no action required.

The above referenced was held on May 8, 1996. Jay Barfield represented the project. Staff
members present were Grimms, Lallathin, LeBlanc, Lockcuff and Sexton.
The project consists of a wall, sign, gatehouse and modifications to the existing clubhouse. Staff
approval is not required for the gatehouse (except for those comments of the Fire Department) or
the modifications to the existing clubhouse.
Please refer to the attached Staff comments.
Barfield was advised of the possibility of SR 434 standards being in place prior to work
commencing. If the standards are in place when the work commences, the standards will apply.
Because the Commission desires to see all projects along SR 434, this will be an informational
item at the Commission Meeting of June 10, 1996. Barfield is to furnish this office with an artist's
rendition of the wall for presentation to the Commission.
Lockcuff moved that the project be accepted with Staff comments and the SR 434 standards
stipulation. Seconded by Grimms. All voted aye.

Golf Terrace Apartment Additions
We have no objection to wall, sign, and gatehouse additions proposed for the Golf Terrace
Apartments.
There is, however, extensive irrigation proposed. If the ''mainline'' is the potable water main,
each connection needs to be metered. Connection fees and meter fees will apply as will the new
irrigation rates for potable water.
We would be willing to provide a reclaimed water service to the northeast comer of the property
that could meet the needs of the entire site. The cost of reclaimed water is 10% to 20% that of
potable water.

Prior to commencing permits will be required for the following:
1. Wall and fence
2. Sign
3. Gate house
4. Dumpster enclosure
Construction details of the gate house and dumpster enclosure will need to be submitted
with the permit applications.
Handicapped parking must comply with Section 4.6 Florida accessibility Code.

Site Plan Review, Golf Terrace Apartments Additions
The Fire Department has reviewed the plans on the above referenced property as
submitted on April 29, 1996. The Department has no objections to the plans as
submitted, however, the following comments are offered.
· The entrance privacy gate will require a separate public safety receiver that will be
controlled by the City for entrance purposes. The City will also require the developer
to supply the City with the keypad entrance code to the community, and the owners
must notify the City of any changes of the code. The privacy gate must go to the
open position when there is a power failure.
No additional comments are required at this time.
