REQUEST: City Manager requesting payment of Rotary Club dues as per Section 9A of the
Manager's Employment Agreement.
PURPOSE: The purpose of this Agenda Item is to request the Commission to pay the City
Manager's annual Rotary Membership Dues as per the Manager's Employment
Agreement.
CONSIDERA nONS:
Interviews with the City Commission during and after employment indicated that
community involvement to be one of the top five commission goals for the
Manager to focus upon.
The Rotary Club is the only Winter Springs Civic Club available to the Manager
that provides the Manager an opportunity to interact with the community in a
community service club setting.
It is common for Cities to provide their City Manager with one or more
memberships to local civic organizations for public relations purposes.
As provided in the attached opinion of the City Attorney, Section 9A of the
Manager's Employment Agreement provides for the Commission to reimburse
the manager for dues associated with membership in organizations "for the good
of the City".

ISSUE ANALYSIS:
FUNDING: Funding for this expense would be paid from Line Code 1200-55411 from the
City Managers Budget. Dues are approximately $600 a year.
RECOMMENDATION:
That the City Commission agree to pay the City Manager's Membership Dues to
the Winter Springs Rotary Club as per Section 9 A of the Manager's Employment
Agreement.
IMPLEMENTATION SCHEDULE:
Dues would be paid retroactive to February, 1996 and budgeted in future year
budgets.
