HomeMy WebLinkAbout1996 05 13 Consent Item A COMMISSION AGENDA ITEM A REGULAR CONSENT X INFORMATIONAL May 13. 1996 Meeting REQUEST: The General Services Department requests the City Commission to authorize the Mayor to send a letter to the Florida Department of Community Affairs Bureau of Community Assistance, approving the distribution of Fiscal Year 1996/97 Federal Anti-Drug Abuse grant funds. PURPOSE: The purpose of this agenda item is to request the City Commission authorize the Mayor to send the attached letter to the Florida Department of Community Affairs approving the distribution of $245,007.00 in Federal grant funds in Seminole County. The attached project summary shows the programmatic allocation of the $245,007.00. CONSIDERATIONS: Federal grant rules require that units oflocal government approve the distribution of grant funds. No grant funds are being requested of the City of Winter Springs. Local match funds from each project are being furnished by the agencies providing direct services. The Substance Abuse Advisory and Coordinating Committee has agreed to submit six applications for consideration. The Police Athletic League ($30,832) and Information System ($56,250) are new programs for Fiscal Year 1996/97. Administrative, Teen Court, Adult Domestic Violence/Substance Abuse, and Adolescent Abuse are continuations of previous year programs. FUNDING: There are no funding requirements of the City of Winter Springs. Bush, Mayor City of Winter Springs 1126 East State Road 434 Winter Springs, FI 32708 Dear Mayor Bush: The Seminole Board of County Commissioners has accepted an invitation to participate in the Anti-Drug Abuse Formula Grant Program for FY 1996/1997. This program which began in 1990, will provide $245,007 for use in projects within Seminole County. The Substance Abuse Advisory and Coordinating Committee has agreed to submit six applications for consideration. Four of these proposals are continuation projects which began last year, and the other two are new proposals. A summary of these projects is attached for your review. Also included for your review is a short summary of the programs which have been funded previously in Seminole County. The grant rules require that units of local government approve the distribution of the grant funds. No funds are being requested from your city. Local match funds for each of the projects are being furnished by the agencies providing direct services. Attached is a form letter to be reproduced on your letterhead certifying that your city approves the distribution as indicated. Please prepare two (2) letters with original signatures and return to my office as quickly as possible (A copy of last year's letter is included for your information). The services provided under this grant have proven to be an asset in on going attempts to reduce the effect of substance abuse within our county. ' BYRNE GRANT PROGRAM SUMMARY: 1990 --1995 The BYRNE GRANT program began in Seminole County during 1990/91. The program offers federal funds to local communities to begin or.enhance projects in 26 approved areas (handout provided). Agencies which implement projects under this program must provide a minimum of 25% cash match. Each project is eligible to be considered for funding for a maximum of 4 years (48 months) with the exception of administrative grants. The following projects were funded from October 1990 thru September 1995. OFFICER TRAINING (one year funding 1990/91) -- provided an intensive 40 hour training class to over 400 law enforcement officers in Seminole County. Project was facilitated by tRe Seminole County Sheriff's Office. WORK RELEASE CENTER (four years funding 1991-1995) - established and maintained a Work. Release Center at the John Polk Correctional Facility. This project provided inmates with an opportunity to learn job skills, secure employment, pursue education, and pay debts (in excess of $120,000) such as restitution, child support, dependent support, fines, public defender, and subsistence. Approximately 165 clients received services and the program is still operational. PROBA nON REFERRAL (four years funding 1991--1995) -- Provided an opportunity for probation clients to receive an intensive 35 day residential treatment program, with the opportunity to continue in aftercare and a half-way house environment upon completion. Facilitated by Crossroad's Treatment Center, this project served 80 clients and is still available. IN-JAIL TREA TMENT (four years funding 1991 -- 1995) - This project was designed to provide substance abuse treatment to women inmates at the correctional facility (a six months program). During these years 311 women received a total of 7848 days of treatment. The program continues to be operated by the Grove Counseling Center as an outpetient progrem. SUBSTANCE ABUSE OFFICE (Continues to be funded under grant rules which allow 10% of total funds to be used as an administrative grant). This office provides leadership and coordination of grant activities, as well as area efforts aimed at reducing violence and substance abuse. This office was joined with the Division of Social Services during 1995 to form a new division (Community Assistance). The manager maintains the original functions of this office through coordination of grant applications/monitoring, numerous committee memberships, and pr'esentations at schools and area agencies. ---, ,. ~. 1996/97 ANTI-DRUG ABUSE PROGRAM: PROJECT PROPOSAL SUMIv1ARIES ....................... . . ..... .... ... .. ADMINISTRA TION $20,975 requested Grant rules allow each county to use a portion of available funds for an administrative grant. This provides for coordination of applications as well as a focal point for programs throughout the county. The BCC provides match funds for this grant annually. The coordinator also works with numerous county and district agencies, committees, and boards, serves as a resource throughout the county, and speaks at various agencies, organizations, etc. TEEN COURT $34,950 requested This project began during this current year and is facilitated by the Prosecution Alternatives for Youth (PAY.) division within Seminole County's Department of Judicial Services. This program is aimed at first time offenders charged with misdemeanors and is designed to interrupt developing patterns of criminal behavior in juveniles. Appropriate clients must accept responsibility for their behavior and parents must attend. Peers serve as attorneys and jurors, local attorneys serve as judges, and the Sheriffs Explorer program provides uniformed bailiffs. Approximately 5 trials are held weekly at the Juvenile Court. Matching funds are provide through Prosecution Alternatives for Youth ..... '-- .. ". ADULT DOMESTIC VIOLENCE/SUBSTANCE ABUSE $51,000 requested This project also began this year and is facilitated by SAFEHOUSE of Seminole. It provides for direct individual and group mental health and substance abuse counseling services for victims of domestic violence. Approximately 49 women have received services which include psychosocial, group and individual counseling. Matching funds are provided by SAFEHOUSE, Inc. ADOLESCENT DOMESTIC VIOLENCE/SUBSTANCE ABUSE $51,000 requested This project began this year and is also facilitated through the PA Y. office. It provides adolescent domestic violence offenders with both domestic violence programs as well as substance abuse counseling when necessary. Matching funds are provided by No Abuse, Inc., and The Grove Counseling Center which provide the direct services under this grant. POLICE ATHLETIC LEAGUE $30,832 requested This is a new proposal for 1996/97 funding. It would provide funding for a full time project director for the Seminole County Police Athletic League which has been led by volunteers since its beginning in 1994. This non-profit organization provides academic, leisure, and recreational programs to children throughout Seminole County.
