HomeMy WebLinkAbout1996 04 22 Regular Item E " 1 COMMISSION ITEM ITEM E REGULAR X CONSENT INFORMATIONAL April 22. 1996 Meeting MGR !fVf4f IDEPT Authorization REQUEST: City Manager requesting the Commission to consider establishment of a Study Committee to explore the feasibility of organizing a community fund raising event involving local organizations. PURPOSE: The purpose of this Study Committee would be to determine the feasibility of local community organizations and the City working together in a partnership to organize a community fund raising event to raise money for local charities and worthy community projects as an alternative to direct donations from the City through tax dollars. CONSIDERA TIONS: The need for this item is to attempt to find an alternative to tax dollars for raising funds to support local charities and worthy community projects. The Commission has previously established a policy prohibiting the use of tax dollars for local charities and community projects. The recent affordable housing request that was before the Commission demonstrates the dilemma the Commission faces in responding to requests for assistance from local charitable causes and worthy community projects while at the same time attempting to maximize the use of tax dollars for basic municipal servIces. The Mayor presented the idea of a community fund raising event involving a partnership between the City and Community Organizations including civic clubs and local churches as a possible method of raising fund for these various causes. '1 ISSUE ANALYSIS: This type of approach requires a great deal of study and coordination due to the different organizations and interest that would be involved. A committee format made up of the various participants could be an effective way of exploring the issues that would be involved in determining the feasibility of this idea, such as: 1) Which local organizations, if any, would be willing to participate? 2) Would a community fund raising event duplicate or even threaten existing fund raising events? 3) To which organizations and projects should the funds be committed? 4) What kind of event would local organizations be willing to support? 5) Who would administer the funds, under what policies? 6) Where would the event be held? 7) What time of year would be the best time for this event? As you can see there is a lot to think about. A Committee along the lines of the following could tackle these issues. (1) One member of the Commission (1) President of the Winter Springs Civic Association or his/her designee (1) President of the Rotary Club or his/her designee (1) President of the Senior Corporations or his/her designees (3) Three Church Pastors or their designees Total (7) Members The City Manager, Recreation Director, and other Staff could serve as resource persons for the Committee. FUNDING: No funding would be required for this study. 0. 1 IMPLEMENTA TION SCHEDULE: This study could be implemented immediately and completed in 90 to 120 days. RECOMMENDATION: The Commission consider appointment of a Study Committee to explore the feasibility of a community fund raising event to help finance local charitable organizations and worthy community projects consisting of a partnership of local community organizations and the City, as an alternative to the utilization of City tax dollars for these purposes.
