REQUEST: General Services Department (Land Management Division) presents for
informational purposes, the conceptual plan for the Oaks Subdivision.
PURPOSE: The purpose of this Board item is to inform the Commission of the proposed plans
to develop that property located at the intersection of Edgemon Avenue and S.R.
419.
CONSIDERATIONS:
This item is being presented to the Commission for informational purposes. The
plans are in the conceptual phase only and are not to be construed to meet Code
requirements at this time. This procedure allows the developer to receive input
from all City entities (Commission, Planning and Zoning Board and Staff) involved
in the approval process prior to commencing formal engineering.
This particular plan is to develop a twenty (20) lot subdivision at the location
described above. This property is within the Highlands Planned Unit
Development.

The Pre Application Meeting Minutes have the caveats included/attached as Staff
comments. The Planning and Zoning Board recommended that this be forwarded
to the Commission prior to the Board approving the minutes of February 07, 1996.
At this meeting LeBlanc noticed that the street frontage for Lots 11 and 12 had
not been addressed during the pre application meeting. The frontage, according to
Code, has to be twenty-five (25) feet along the street. The Planning and Zoning
Board also wants the Highlands Homeowners Association notified during the
reVIew process.

Pre Application Meeting
The Oaks Subdivision (Conceptual Plan)
The above referenced was held on January 23, 1996. L. Dimillo and A. Land represented the
project. Staff members present were Grimms, Houck, Jenkins, Ketteringham, Lallathin, LeBlanc
and Lockcuff. K. Reiley of the Highlands Homeowners' Association was also present.
The plan, as presented, is for a twenty (20) lot subdivision basically located at the intersection of
Edgemon Avenue and SR 419.
Attached are those comments given to the developer.
Other items discussed were:
1) Shepard Road has to be completed to Edgemon Avenue as a collector road;
2) the developer will receive transportation impact fee credits for completing the road;
3) to ensure that Item 5 in the Utility Director's comment memorandum is satisfied, a
qualified environmental firm/person will have to submit a report to the City; and,
4) this plan will be presented to the Planning and Zoning Board, and to the Commission in
this conceptual stage prior to formal engineering commencing.

The Oaks Subdivision Conceptual Plan
We have reviewed the conceptual plan and have the following comments that need to be
addressed with the preliminary engineering.
1. Please show the existing 8" water main and hydrant on Edgemon Avenue and 12" water
main and valve at the north property line. A 12" water main will be required down the
proposed Shepard Road to Edgemon Avenue, not 6".
2. A reclaimed water distribution system will be required with an 8" main extension down
the proposed Shepard Road to Edgemon Avenue.
3. The existing 24"X36" ERCP has not been designed for the outfall connection as shown.
The ERCP is constantly surcharged due to the DOT swale checks. Consideration should be
given to outfall into the wetlands.
4. Please show the existing pipe and invert elevation of the pipe under Edgemon Avenue
which drains the eastern wetlands.
5. Several possible gopher tortoise holes were noted. . - Y\e e. J Qe po n,.t
6. The Developer has sufficient water and sewer capacity for the 20 single family homes
proposed.
7. It should be noted that this area was once a dump and large amounts of buried deleterious
material should be anticipated.

following are review comments for the subject project.

2. The IS-foot drainage easement, shown at the top center of
the sheet which contains the stormwater outfall pipe f.or
Highland Lakes, is not dedicated to the public. This easement
was granted to Florida Land Company for the use.. of Highland
Lakes only.
3. There is shown a proposed storrnwater outfall connection
to Highland Lakes stormwater outfall pipe. The existing pipe,
from their pond all the way to SR-419, is owned by Highland
Lakes. Highland Lakes would have to give permission, assuming
you solved the Item #2 problem above. You would also need to
run a stormwater model with Highland Lakes and The Oaks to
properly evaluate the pipe in question. As I remember, this
pipe was at its limit for headloss relating to items upstream.
There is very little slope to this pipe.
4. The issue of driveways onto Edgemon Avenue will need to
be addressed, as we 11 as where the other lots wi 11 have
driveways.
5. The gas line location and easement existence will need to
be addressed.
6. A dead-end street is shown, which is contrary to the Land
Development Code (LDC).

7. A cul-de-sac is shown wi th onl y a 70-foot diameter
pavement. The LDC requires an 80-foot diameter pavement.
Also, the cul-de-sac is not at the end of the dead-end street,
which shows a 70-foot long section of dead-end street.
8. In "Conceptual Drainage:", only Detention Pond is
mentioned. There appears to be a proposed "Wetland Detention"
system tied to this site which was not explained or mentioned.
The complete proposed stormwater plan will need to be
explained.
9. What 1S the intended use of the area of the site to the
northwest of the shown detention pond?
10. Is a privacy wall pI anned and where 1S the proposed
location?
11. The proposed radius of all curves needs to be shown, as
it may impact the Conceptual Plan.
l2. The wetland buffer issue will need to be addressed on
both sides of the site.
13. What is located in the 2 square sections of property, at
the south end of the site? You show part of a retention pond.
14. The site will need to meet all the requirements for a
Preliminary and Final submittal, if submittal is chosen.

The above referenced subdivision plan has been reviewed by the Fire Department with
the following comments offered.
1. The fire hydrants meet the City Code for distances, however the Utility
Department will supply the developer installation requirements.
2. Recommend making the street a definite cul-de-sac with an extension of the
property on either lot #8 or #7 to include a utility easement for the required drainage.
3. land clearing open burning is prohibited and the developer will need to make
plans for the land clearing materials.
No other comments are required at this time.
