HomeMy WebLinkAbout1996 02 26 Consent Item C COMMISSION AGENDA IT EM c REGULAR CONSENT INFORMATIONAL 2/26/96 Meeting MGR //~/v/'r,j// /DEPT G).V f Authorization REQUEST: The Parks and Recreation Department requests the Commission to grant authority to the City Manager to enter into a Letter of Agreement with the Seminole County Sheriff's Office with conditions for implementation of the "Chain Gang" work program. (Letter of Agreement attached-#2) PURPOSE: The purpose of this Board item is to inform the Commission of the programs criterion for their consideration. CONSIDERA TIONS: * Program is to be implemented by the Seminole County Sheriff's Office. Implementation date is February 12, 1996 or shortly thereafter. Program is staffed utilizing inmate labor to clean and beautify Seminole County Public areas including roadways, easements and parks. Will be two (2) armed correctional officers guarding two (2) groups of four (4), inmates=eight (8) inmates as they work. Inmates are responsible for obtaining their own insurance. Possible Winter Springs projects are: Creek debris removal Parking Lot Sweeping Sod Work Fence Line Cleaning Raking Ditch Digging Weeding Weed eating City of Winter Springs entered into an agreement with Seminole County Judicial Services Department in July 1995, for the purpose of utilizing Community Service worker participants to perform same type tasks. This program has been very successful to date. * * * * * * " ISSUE ANALYSIS: The major issue which will arise could possibly be the public visual awareness from time to time of the inmates presence in the park areas during normal work hours, which may cause some concern in the early implementation stages of the program. Have discussed this issue with Ann Bryant, Program Coordinator with the Sheriff's office, and inquired as to the possibility of scheduling park venue work from 8:00am until 3 :30pm. This will provide for inmates vacating the heavily attended public areas prior to 3 :30pm when guests are arriving on a normal day to day basis. Ann Bryant stated that the work projects will be scheduled far in advance and that she saw no problem in honoring low attendance hours for park related projects. , FUNDING: There are no known costs for the program at this time. Should there be any need to purchase any additional brooms, shovels or rakes (small tools) to supplement the program needs while addressing City projects, we could accommodate and satisfy the need through the existing operational budget. If approved and implemented the programs success and work production would hopefully result in the completion of numerous mundane labor tasks normally performed by City forces thereby freeing up hours for needed special project agenda tasks. RECOMMENDA TION: Approval of the City Commission for the City Manager to enter into and execute the Letter of Agreement with the Seminole County Sheriff and participate in the "Chain Gang" program with the understanding that no major costs are incurred on behalf of the City and that the citizenry is not exposed to any danger. IMPLEMENTA TION SCHEDULE: Sheriff's office has stated that the proposed work schedule agenda dictates that late March or early April would be the earliest scheduling date for City of Winter Springs venues. This program will utilize inmate labor to clean up and beautify Seminole County. There will be two (2) armed correctional officers guarding two (2) groups of four. (4) inmates, for a total of eight (8) inmates. We are seeking your assistance in identifying projects and locations that will benefit from this program. The following criteria will be used: . low density/high visibility areas (roadways, parks, etc.) . no weapons or dangerous tools (machetes, axes, etc.) . no working in water (lakes, ponds) Please provide me with your suggestions and input at your earliest convenience. (B) Work venues and schedules to be coordinated through the Programs Coordinator at the Sheriff's office. (C) Provide work tasks which are a low density, high visibility areas using no dangerous tools and no assignments in water (lakes, ponds). (2) County, as pan of its Chain Gang Program shall provide th~ following to the City: (A) Inmate labor consisting of 2 groups of four (4) inmates with two (2) armed correctional officers serving as guards. (B) Inmate labor to address work assignments at City venues which have been scheduled and mutually agreed upon.
